Study On The Shift Status Of Surplus Labor Force In Rural Areas Of Fujian Province

With the basic research of predecessor and Fujian province actual situation, using many analysis method to analysis the shift status of surplus labor force in rural areas of Fujian Province. This has certain theory significance and the reference value for speeding up the shift of surplus labor force in rural areas ,increaseing the income of farmer, enhanceing the agricultural benefit to realize the agriculture modernization and the construction of socialism harmonious new countryside specifically as follows:This paper mainly uses the quantitative and qualitative analysis method to analysis the rural labor force basic condition in Fujian Province. the results are as follow: the rural population Increases every year ,the percentages of labor force increase form 35% in 1978 to 54% in 2005;the structure performance: The male is higher than the female, the years of schooling are not high, the labor force burden is heavier, the young adults labor force is in the majority; employment distribute performance: the proportion of the three(First, two, three)is 53: 23: 24, the agriculture job holder proportion in southeast of Fujian is lower than that in northwest of fujian ;The income and Consumption level in city are higher than that in rural areas, the countryside surplus labor force shifts desire to move; The dual economic structure is obvious, the countryside surplus labor force must move ; "The fatigue ratio change law" survey shows that Fujian have surplus rural labor force, and the quantity is 3.032×10~6.This paper uses the quota, qualitative, static and the dynamic analysis methods to analysis shift of surplus labor force in rural areas basic condition in Fujian Province. The results are as follows: basic situation is like that the translational velocity speeds up, flows to coastal city of native province,outside this province and overseas from mountainous areas, favors to non- agricultural production industry; The shift characteristic is that long term shift tendency, outstanding person shift,physical labor occupation primarily, existence bigger blindness; The shift power mainly comes from to the agricultural productivity enhancement and the industrialization and urbanized; The main shift restriction factor is that the low speed of rural enterprise development, the low urbanized of the city , the low countryside industry degree specially the tertiary industry proportion, the limitation of present household register system and the farmer quality are low.Basic with the harmonious theory, this paper uses the system analysis method, appraise the coordination of the shift status of surplus labor force in rural areas of Fujian Province, establishes the target system, uses level analysis method to definite the weight of target, finally obtains degree of the harmony of the system ,the conclusion are as follows: the shift status of surplus labor force in rural areas of Fujian Province system harmony is from 0.5156 in 1996 to 0.6226 in 2005,indicates that the shift status of surplus labor force in rural areas of Fujian Province system becomes a bit better, fujian province did a good job in this domain.This paper according to the above analyses result, uses the standard analysis method, points out that we must mainly from: develop the rural enterprise such as the development of agricultural products processing industry,the development of tertiary industry and the necessary reform of rural enterprise; speeds up the advancement urbanization construction such as adjusts the coordinated urban setting,the city tertiary industry and the government impels; develops agriculture such as adjusts the countryside industrial structure,uses the technology of which saves the land resource,develop main item enterprise and strengthens the agriculture infrastructure construction; strengthens the system safeguard such as the reform of household register system,the reform of land system,the reform of work personnel system and strengthens the agricultural labourer rights and interests safeguard,strengthens the government service such as perfect labor market, trains the countryside human resources, the expand labor service exporting.
