Since the reform of urban land use in our state, the construction of land market has been achieving a series of achievements. The basic function of market has been gradually reflected and strengthened in land resources arrangement during the same time, the real value of land resources have been recognized gradually. However, meanwhile, we should be clear that for the purpose of attracting merchants and capital, and developing local economy, mainly, local governments adopt the approach of agreement on the aspect of industrial lands arrangement, which leads to seriously low land prices, and causes enterprises to occupy large-scale of raw lands but use them in a roughly way. This action also upsets the normal order of land market and causes the loss of state and collective lands. In order to standardize the behavior of the sales of lands, the central government has introduced a series of laws and regulations continuously, but as to industrial lands, the effect is not so obvious. So we need to find a solution to solve the problem fundamentally.There are too many people but less lands in Zhejiang Province, the contradiction between demands and supply of construction lands are outstanding. Zhejiang Province is also a big province on the aspect of economy. The economical and social development of Zhejiang Province is rapid at present, the speed of urbanization and industrialization is fast, the contradiction of land between the strong demands and shortage of lands is particularly obvious. Based on this background, we will benefit from researching the mechanism of efficient industrial land arrangement, and the thorny problem in Zhejiang Province will be solved smoothly.On the basis of related theories and experiences at home and abroad, the study firstly begins at the theory of land market,the theory of intensive use of urban land,the theory of property rights, etc. to analyse the situation of the efficiency of industrial land arrangement in our country. Premised upon these theories, The paper suggest letting the market mechanism play a basic part in industrial land arrangement. This could be a fundamental way to solve all sorts of existing industrial land use problems, and realize efficient land arrangement successfully. But this is not all by just depending on market. It should be a system. In order to arrange industrial lands more scientifically, we must introduce a set of related measures. Finally, this paper concludes that: First, in order to achieve efficient industrial land arrangement, the governments need to change the style of industrial land supply and adopt market mechanism forcefully, and they could make use of tendering,auction and listing. Second, in order to achieve efficient industrial land arrangement, it is not enough to just depend upon the market mechanism, it needs a set of related measures to play a role. Combining with the current situation, this involves: (1)Change the government-leading economy to marketing-leading economy;(2)Change the passive way of land supply to an initiative way;(3)Build a new farmland acquisition mechanism and improve the requirements of acquisition; (4)Reform the form of land tax and strengthen the role of tax in macro control;(5)Strengthen the management of intensive land use.Above all, by researching on the efficient industrial land arrangement, we could not only ease the pressure of tension land use in Zhejiang Province, but also serve as beneficial reference when the other parts of our country encounter with similar problem.
