Abstract/Summary:
One of the most hot word during the NPC and CPPCC is housing price. Since from2003, the government constantly put out real-estate control and adjust policy,but thehousing price are stay very high all the time, even sometimes goes against the policy.Land is the basis and strategical resourse for houseing investment. Our contry’s landtransfer system has been through a reform which is from administrative way to maketway of auction,bidding and quotation. In2002,the law of “provisions of transferring ofthe state-owned land’s use rights in auction bidding and quotation”,it starts the maketoriented reform in land maket.with the new way was putting forward, it brings in thecompetitive system,it cause a effective containment of the corruption behavior in landtransferring. On one hand,the rent-seeking phenomenon was effectively controlled,thismake the land market become more standard, on the other hand,along with theproportion on auction rate in land transfer was unceasingly enhanced,the land price wankeeping going more and more high,which casuse the price of real-estate going more andmore high too. High price of land and real-estate hase become the main reason ofaffecting the healthy development of reaf-estate market,and become a importanthindrance factor for building well-off society.In recent years, due to the huge profit,more and more capital are paticipated in thereal-estate market, the competition for land has become more and moreintense,especially the enterprises with background of state owned assets and foreigninvestement,which has large number of money and monopoly resourses,they brings inhuge impact on the rational competition in land market.In2011,under the influence ofthe financial crisis, the economic growth of our country has had a huge impact, GDPgrowth rate dropped to7.5%, facing the complex economic situation, the localgovernment financial pressure rises,and the trend of land finance grow rapidly,cotrol theprice of land and real-estate becomes more difficult. In order to promote the rationalreturn of land and housing price,promote the healthy development of the real estatemarket,must put forward the reform of land transfer and land auction system,keepinginnovating,respect the laws of market,make full use of the market in allocatingresourses, strengthen the land market supervision and management,promote thelivelihood oriented construction of the institutionalization and standardization in land market,trully achieve " home ownership" ideal.In this paper,accrding to the time series relation between land price index andhousing price index,analyzed the relationship between land price and housingprice,pointed out that the land price rise ceaselessly is one of the main reasons forhousing prices continue to rise, and then analyzed the single price standard auction forland transfer.discussed the game between local government and developers as well asthe game between the developers in the land auction.It is pointed out that the traditionalland auction model is the main reason. caused rising land prices,then it analyzes thedouble auction model in the state-owned land application, pointed out that in thetwo-way auction model, it can effectively solve the problem of rising land prices, at thesame time as the regulatory factors exist, it can be more effective to implement thesafeguard livelihood of the people for the purpose of macroscopical adjustingcontrol.this article is devided into seven chapters, the first chapter is the introduction,point out the research purpose and significance and the domestic and internationalrelevant research, the second chapter analyzes the auction ’s basic theory and land priceand real estate price theory,the third chapter through the analysis of the house priceindex and price index,pointed out that the price of land rising prices are main reason ofrising housing price.The fourth chapter researches on the china’s land system andanalyzes it advantages and disadvantages,the fifth chapter discussed the gamerelationship between the paticipators in land auction,poited out that the traditionalauction is the main reason for high land price,in sixth chapter, built a two-way tradeland auction model and gets it’s equilibrium results, pointed out that in the two-wayauction model, land price can be effectively controlled, and the management throughregulatory factors provide a effective method for the macroscopical adjusting control ofland market and the real estate market,which can promote the healthy and sustainabledevelopment of real-estate maket.
