Land is the most important resources and wealth in the country and society, aswell as the factor of production assets with highest value. The land transfer system ofstate-owned land includes bidding, auction and listing (referred to as bidding, auctionand listing), which fully reflects the principles of market economy such as open, fairand impartial. However, the urgency of improving the system appears increasinglybecause there are a number of implementation issues of land transfer system ofbidding, auction and listing. Governments implement a reasonable public landtransfer system to protect the supply of urban land and promote its rationaldevelopment and intensive use, which directly relates to the development ofurbanization process in China and the improvement of people’s living standards.Therefore, how to manage the land transfer of bidding, auction and listing in ascientific and effective way and achieve the intensive use of urban land to form bettersocial and economic benefits has become an issue in the land managementdepartments of our government and the academia.Although there has initially established the primary market oriented by the landtransfer system of bidding, auction and listing in China, there are still some problemsthat can not be ignored such as the defects of the system and management loopholes inthe implementation process, as well as China’s political and economic environmentand operation of land markets. This paper will research on the land transfer of bidding,auction and listing combined with empirical research on specific cities by usinghistorical materialism and dialectical materialism and analyze the problems andcauses of land transfer of bidding, auction and listing and proposes countermeasures.At first there is an introduction and analysis of related theories and land bidding,auction and listing in the paper. Then on the basis of reviewing the history anddevelopment of land transfer system of bidding, auction and listing, there is ananalysis of problems in land transfer system, such as local government targetdistortions and rent-seeking, loopholes in the implementation of the land system ofbidding, auction and listing, land market is not standardized. By the time discussingthe reasons, there are also discussions about some hot social problems cause by theland bidding, auction and listing, for example, unreasonable price increase, the landtransfer target of local government finance leads to distortions and land corruption.Land bidding, auction and listing affects the real estate market and relates to the government’s credibility and integrity, therefore, how to achieve positive interactionbetween land bidding, auction and listing and the real estate market as well asservice-oriented government is worthy of careful consideration. These realities whichare close to the people’s livelihood is the innovation point in the paper. Then, in thepaper Changsha is selected along with their individual cases and its commercial landbidding, auction and listing is evaluated according to the performance and analyzed.This empirical study is according to national policy and specific cities, using theresearch methods from the part to the overall. Finally, available policies are proposedto the problem, such as to rationalize the government, to improve the land transfersystem and standardize the land market.
