Bidding, Auction and listing (hereinafter referred to BAL) is the three ways forthe right to use national land. It regards the right to use national land as a specialcommodity. Make use of market oriented mode to achieve the purpose of fairallocation of resources. But it has generated a lot of disputes over economic interestsin the process, including the increasingly serious complication of illegal land for landpower rent-seeking, and some private cover-up deal, serious impact on theimplementation and operation of BAL. How to analyze and solve these problems, andhow to perfect BAL system, the author seeks to carry out some in the following areasto explore of research work.Firstly, the paper uses game theory to analyze and study BAL system as the tooland some problems reason and nature are analyzed in detail, especially in the threeinterests take hang gathered the conflict between subjects and strategy consideration,and through the state and local government the principal-agent model, localgovernment and bidding bargaining model between to quantitatively analyzed eachinning of game theory in tripartite human the process of how to balance their owninterests.Secondly, combined with land market theory and public management theory,qualitative analysis expounds how to solve the problem, how to standardize BALprocess, how to perfect BAL process and the implementation steps. Especially how tolead the state and local government has formulated recruit clap the actual operation ofthe steps in hung, and gives some suggestions and solutions.Thirdly, mainly for the introduction of empirical research, described the BAL inchangsha city development, especially how to combine the local characteristics tostandardize the changsha BAL are described. It also suggests that we actually can passa lot of tools and auxiliary measures to circumvent some possible issues in BALprocess, to ensure BAL could be implementation successfully.
