With China having joined in WTO, the enterprises of our country are experiencing an once-in-a-life-time opportunity, at the same time they are also facing a fierce competition in international market. To establish a scientific performance appraisal system is a powerful safeguard for applying entire budget management and improving enterprises' competition and advantage.In consideration of the importance of PA system of our country and problems existed in it, the thesis analyses advantages, disadvantages and sphere of application of various appraisal methods and appraisal objects by way of analysis and research of various performance appraisal methods and theories. Concerning the deficiencies of ARSC (Aerial Photogrammetry and Remote Sensing Bureau reliant on China National Administration of Coal Geology)'s present performance appraisal system, such as irregular PA system, too subjective appraisal and single appraisal method. The thesis puts forward that the enterprise should adopt various appraisal methods comprehensively to establish PA system abiding by the principle that is fairness, quantification, systematic nature, practicability, adaptability and the same importance of procedure and result. According to different administrative functions of different administrative levels, combining the content of the post and adopting various appraisal objects, appraisal purpose and appraisal methods, the thesis designs appropriate PA system. The thesis takes the performance feedback as the important component of the PA system in order to improve the satisfaction of the employees during the procedure and ensure the good implement of PA system. For the evaluation in Omni-bearing, multi-angle, that appraisingthe employees accurately and thoroughly has great significance.The purpose of the thesis is to design a set of relatively scientific PA system and apply it in reality so as to arouse managers' enthusiasm, activity and creativity, improve organizations' efficiency and realize the organizations' objectives. These PA system criteria can avoid employee's turnover to some extent and help the enterprise attract, train, develop and reserve talent employees. After being applied to the reality, it has produced noticeable effect and is helpful for other enterprises to build their PA system.
