This lecture tries to discuss the founding process of the strategic management, through the typically analyses of The Science and Technology Information Academy of Heilongjiang Province (STIA hereinafter for short). It has widespread referenced meaning for the nonprofit academy of the whole province.This lecture contains six chapters, adopts the methods of combing the theory study with the diagram analysis. Particularly, the lecture use the balance count score card theory to the practice of strategic management of nonprofit academy, and at the same time draws the blue print for it. There fore, certain the logical relationship among the value, custom, internal process learning and growing. Hence we can draw the conclusions below. The nonprofit academy should establish the systematical strategy as early as possible, for the tremendous pressure and huge market space they are facing; the strategic emphasis is various in different nonprofit academy, even in the different parts of the same academy; make a good balance between the social value and the economic benefit; the main point of strategy establishment is the strategic analysis, we should grasp every opportunity, avoid venture, ascertain the continuable development of the organization; found the balance count score card in various lays, close the relationship between the individual and the organization, insure the success of the strategic execution; at the same time the CTIA should do some adjustments necessarily. The emphasis is: the culture, resource, structure of the organization and the thought of the executants.
