Cheng-Yu economic zone is located in West China, which is one of the most developed regions there. The healthy development of Cheng-Yu economic zone has a vital role in the improvement of West China economy. However,as for the economic index of GDP and the cities' competitive force there is a great gap between Cheng-Yu economic zone and the eastern regions of China, such as the Yangtze delta and the pearl river delta. So, Cheng-Yu economic zone have to take measures to be the fifth growth pole in China. Based on the regional growth theory, the new economic geography and the successful experience of Zhejiang, Guangdong, Jiangshu, Shandong, the paper concludes that it'd better to bring the growth pole spatial development into effect for Cheng-Yu economic zone and the next growth pole i. e. the sub-economic center is the region including Neijiang, Zigong, Yibin, Luzhou. The latter part of this paper analyzes the way to bloom the sub-economic center and strengthen the spatial interaction of the cities so that it can play the important economic role. At the present, Industrial clusters can be found in many western developed countries especially in America, which speed up the economic development. Now industrial clusters have been built up in many underdeveloped regions and they worked, So industrial clusters are introduced to act on the sub-economic center of Cheng-Yu economic zone. The key point of starting industrial clusters is to decide the leading industries according the region's comparative advantages.
