During the half century since the birth of Silicon Valley, the high-tech zones have effectively pushed the production, industrialization and internationalization of high-tech research fruit. Since 1991, there have already been 53 state-ranked high-tech zones which have been driving the development of high-tech industry in amazing speed, accelerating the upgrade and alteration of traditional industry and promoting the fast development of economy. The sustainable development theory came into being based on the explosive growth of worldwide population, the gradual shortage of natural resource and continually deterioration of ecological environment. Since the conception of sustainable development was proposed, it has become the basic start and necessary choice when government established policies and model of economy development. From the view on 10-years outstanding development of domestic high-tech zones, more and more problems have generated, and how to maintain the sustainable development of high-tech zone has aroused focused attention. Therefore, this paper will study on the sustainable development of state-ranked high-tech zone in the significant areaof west exploitation—Sichuan province, which will enrich China's regionalsustainable development theory and have powerful academic and realistic meanings.Setting on the rich meanings above, this paper will firstly introduce relevant conceptions and status quo of Sichuan high-tech zone, and especially the status of Chengdu and Mianyang's in detail. And then, there will be a summarize on the relevant theories and research status of sustainable development and one of its hotarea—regional sustainable development. Because, as a manmade area,high-tech zone can be regarded as a compounded system influenced by many factors, it should follow the rules of regional sustainable development theory. So, this paper will start with sustainable development evaluation theory, and design an index-evaluating system on the aspect of economy, innovation, resource and environment combining the special status of high-tech zone. Then, we can draw development trend graph of the four subsystems from the year 2000 to 2005 through calculating weightiness by means of AHP and expert-marking and calculating evaluation results of the four subsystems. Some conclusions can be gotten from the longitudinal angle based on the hypothesis with interrelation and harmony of the four subsystems. Meanwhile, we pick out eight outstanding state-ranked high-tech zones, with similar study method, and illustrate the status of Chengdu and Mianyang's high-tech zones from lateral angle.It's the characteristic using graphic method in this paper, which is very intuitionistic and easy to get the information of high-tech zone status. However, this method is not so precise on evaluation. So, we'll adopt data envelopment analysis to have a further study. Through analysis of DEA process and sustainable development evaluation system, we promote the idea of combining two theories together and give an effective evaluation based on this idea.In a word, this paper will combine sustainable development evaluation theory and real situation of high-tech zone development, and make evaluation on Chengdu and Mianyang's high-tech zones by means of index-evaluation system and data envelopment analysis from lateral and longitudinal angle. Then we'll try to find out some factors on their sustainable development and raise some relevant suggestions.
