Regional economic development should be the first element of the development of science and technology, technological development play a decisive role in the economic competition, can reflect the potential development of a regional capability, is a power to support regional sustainable development. High-tech development zone as a technology economic entity has become an important engine of economic development, is a main supporting force of sustainable economic growth. Whether the high-tech industry is able to ensure healthy, stable and rapid development lies in a good investment environment. Therefore, the local government should not only attach importance to the development of high-tech industries, the construction of the investment environment can not be ignored. From the trend in recent years, National High-tech Zone as the important areas of China’s western development, its science and technology have made great progress and development, promoting rapid economic growth in the province. However, each region has its own basic conditions, there are still differences in technology management efficiency and its impact on sustainable development. Thus, it is necessary to evaluate the high-tech zone technology management efficiency and sustainability evaluation.Based on technology investment management efficiency, technological competitiveness, sustainable development and other related theories, this article intends to construct a set of regional scientific and technological competitiveness evaluation index system including efficiency indicators. Meanwhile, this paper intends to establish evaluation model of regional scientific and technological competitiveness and sustainable development capacity, effectively analyze the effect of evaluation model. From the perspective of a regional science and technology management efficiency and sustainability, the content is divided into three parts:The first part of this article is to study the technological resources management efficiency, analyzing the status of science and technology input and output in the national high-tech zones and giving some suggestions; the second section adds to sustainable development, research the sustainable development capacity of nine advanced high-tech zones from the perspective of transverse; the third part will research sustainable development capacity of Chengdu High-tech Zone in 6 years from 2007 to 2012, and analyze the influence of technology management efficiency indicators to sustainable development.The main results are as follows:1. Given the composite DEA method can reflect changes of individual indicators affect the size of effectiveness of the input and output for local science and technology. This paper make a comprehensive evaluation of science and technology investment efficiency of the main areas using this method, analyzing which indicators impact the effectiveness of the input-output of technology in Sichuan, identifying constraint factor of development of science and technology, providing a theoretical basis for policy formulation of regional science and technology.2. Considering an objective conditions that most region’s economic development and scientific and technological has a large difference, binary relative evaluation method could dynamically assess subjective effort of technology management and exclude local objective merits of the basic conditions, truly reflecting subjective effort of the local science and technology management department, analyzing the subjective reasons of technological development.3. Through the evaluation index system and data envelopment approach, combined the theory of sustainable development with the actual situation, evaluating the sustainability of nine advanced high-tech zones from the transverse perspective, identifing the factors that affect their sustainable development. Evaluation studies on sustainable development riches Chinese characteristics theory of sustainable development and has a strong practical significance.4. The competitiveness of Chengdu Hi-tech Zone’s in the country lies in middle and upper level, sustainable development also maintains a rising trend. Analysing technology management efficiency plays an active role in achieving sustainable development. Chengdu Hi-tech Zone needs to focus on improving enterprises platform and supporting existing policy. The Government still need to improve the efficiency of Technology Management, continuing to strengthen the professional development of qualified personnel and to increase resources and environment protection in high-tech zone, trying to provide more favorable environment for high-tech enterprises.
