At present, the human resource management of the small and medium-sized enterprises of our country is at the starting stage, having a lot of serious problems, and it has already become a bottleneck restricting continuable development of small and medium-sized enterprises. How to get through the bottleneck is a problem which needs to be solved urgently for small and medium-sized enterprises. However, because of the fierce outside competitive environment and the limitation of enterprises' own abilities, it is impossible for small and medium-sized enterprises to solve the problems of human resource management only depending on their own abilities in a short period. In recent years, human resource management outsourcing has been rising and developing rapidly in our country, which offers an effective approach to solve the problems of human resource management to small and medium-sized enterprises.This thesis mainly studies about how to implement human resource management outsourcing for small and medium-sized enterprises. Firstly, expounds the basic theories of outsourcing and human resource management outsourcing. Secondly, analyses the concept, characteristics and the status quo of human resource management of small and medium-sized enterprises, on this foundation, demonstrates the necessity and feasibility of human resource management outsourcing of small and medium-sized enterprises by combining the theory of human resource management outsourcing, and compares with large enterprises' human resource management outsourcing and analyses their differences. Thirdly, proposes the implementation procedure of human resource management outsourcing of small and medium-sized enterprises, and analyses the potential risks in each implementation stage. Finally, in terms of the tasks and potential risks of each implementing stage, proposes concrete tactics by which small and medium-sized enterprises can implement human resource management outsourcing effectively.
