In the twenty-first century, economy in the world is based on knowledge, and knowledge has become the power to promote the economy, and high-new-tech has been the lever to advance the society. The development of high-new-tech industry depend on the innovation, and the human resources who carry the knowledge have the leading roles in the innovation. They are creative and they can contribute their intelligence to development of high-new-tech industry. It is same to Chengdu high-new-tech industry. So,it is very important to development the human resources of Chengdu high-new-tech industry.This paper does system study about the human resources development of Chengdu high-new-tech industry. The first part introduce some characters of high-tech and high-new-tech industry. The second part introduce some basic theories about human resources development,motivation,knowledge type staffs,and so on. The third part introduce Present situation of he human resources development of Chengdu high-new-tech industry. The fourth part introduce the experience on the human resources development of high-new-tech industry of American,India and Taiwan. According to the human resources development theories, especially the theories apply to motivation of knowledge type staffs, and the problem on the human resources development of Chengdu high-new-tech industry, and the experience on the human resources development of high-new-tech industry of American,India and Taiwan, human resources development system of Chengdu high-new-tech industry is constructed about training,motivation and flowing in the last part of this paper.
