Its development has driven such development of the industry as the machinery, chemical industry, transportation, medicine, building,etc.The relationship between petroleum and national economy is closer and closer.The petroleum industry of China accumulates and develops through decades since the foundation of the state, having made the great achievement. The petroleum industry has already become one of the pillar industries of national economy. China has already become the big country of petroleum production and consumption of the world. According to relevant materials, the output of crude oil of our country had already been up to 160 million tons in 1999, occupying the 5th place in the world. China has become one of the oil big countries mainly in the world. The output value of the industrial department taking petroleum as main fuel and raw materials is about 1/6 of national total industrial output value. In 2005, the output of national crude oil is up to 180 million tons in the whole year, increasing by 3.9% compared with the same period of last year; The output of natural gas is 49,950 million cubic meters, increasing by 21.9% compared with the same period of last year; The processing amount of crude oil is up to 286 million tons, increase by 17,580,000 tons compared with the same period of last year, increasing by 6.5%. With the fast development of national economy, the upgrading of resident's consumption structure, the volume of consumption of petroleum is increased rapidly. China turns only into a net importer via the net exporter of petroleum since 1993。The petroleum was depended on degree to the outside. At present, the degree of dependence of petroleum has already exceeded 40% to the outside.With the increasing degree of dependence of petroleum, the violent fluctuation of petroleum price and the change of the petroleum market of the world, is bringing greater and greater influence and impact to the petroleum industry of China and national economic development. Meanwhile, China is still a country in transformation period, and the petroleum economic system reform is moving forward constantly。The management system of the petroleum industry is carrying out the transition to marketization. The unified plan management style of the high centralization of state power has changed, but there still exist a lot of problems in the petroleum industry management. Under great such a background, how to promote the marketization of the petroleum industry further, reform the existing management system of petroleum industry, improve the operational efficiency of the petroleum industry, improve the international competitiveness of the petroleum industry of our country, have already become the pressing problem faced in management of petroleum industry of our country.Through horizontal and vertical comparing studying, the author tries to study how to structure the modern management system of the petroleum industry of our country.
