A Research On Perfecting The Regulation Of Petroleum Industry In China

Petroleum is an important resource, which is related to national density. The oil industry is the basic industry of national economy and plays a vital role. Most of countries in the word attach great importance to the oil industry and carry out proper regulation. For natural monopoly and administrative monopoly, the oil industry in our country needs the government to establish a comprehensive and reasonable regulation system. However, at present, there are many problems in the oil industry regulation system of our country, such as lack of independent regulatory agencies, unsound oil law, inefficient market competition, state-owned oil companies'monopoly profits, unreasonable price mechanism, negligence of social regulation and so on. The purpose of this paper is to offer harmonious environment for our oil industry through government regulation.Firstly, this paper analyses the regulation history of our oil industry, from which we can deeply comprehend the oil regulation. Then, make SCP model analysis to our oil industry and understand present situation of our oil regulation. On the basis of regulation history and present situation, this paper finds out many problems of our oil industry regulation. To base on national conditions, draw lessons from foreign experience of oil industry regulation. Lastly, propose some suggestions for the oil industry regulation of our country: establish independent regulatory agencies; improve legal system of oil; access deregulation and great fairly competitive market environment; improve oil price mechanism; strengthen the social regulation; and so on.
