A Study On The Structure And Regulation Of China's Petroleum Industrial

In order to ensure the national energy security, under the guidance of the government,China's petroleum industry has experienced a centralized management system of state-owned monopoly period, the "Three four-unification" under the system of "oligopoly period" and the industry to the new big "Oligopoly period". Along with the soaring demand, the oil industry has been developped rapidly,the degree of market economy has gradually strengthened, and a number of oil companies become listed companies. However, under the auspices of the government's industrial transformation and change can not fully adapt to the market. Nowdays,oil and gas market is gradually opening up,the irrational industrial structure, industrial policy,a result of imperfect market competition is weak, the lower scale of operation, operating efficiency problems have gradually less prominent, which need to enhance industrial competitiveness. At the same time, in recent years,China's dependence on foreign oil industry has increased year by year, oil security situation is not optimistic. How healthy development of China's oil industry, how the effective allocation of oil resources, need to study furtherly. In this context, we focus on the study of the structure and regulation of China's petroleum industry.Content of this dissertation is as follows:Firstly, this dissertation studies the revelant of the theories, mainly on the SCP paradigm of industrial organization, vertical integration theory. As an integral part of this study, this part will lay a theoretical foundation of this dissertation.Secondly, this dissertation analyzes the SCP of China's petroleum industry. First analyzes the market structure,then the market conduct, and last the market performance.On the basis of above research, this dissertation analyzes the vertical integration of the oil industry. First this part compares the pattens of Chinese and foreign oil industry's vertical integration. We found that, although the actual situation,the pattens of integration and the proportion of integrated business units are different, but uphold and promote the coordinated development of vertical integration has become the common choice of major oil companies.Last of this part analyzes the industrial integration and the development of China's oil industry.From the perspective of the present situation of our oil industry's chain and the price fluctuations on the challenge of building the industry chain, we put forward several relevant policy recommendations.Furtherly, this dissertation analyzes the industry regulation of the petroleum industry and its problems, then proposed the development of China's oil industry-related path. First this part compares the situation of Chinese and foreign oil industry's regulation,emphatically analyzes the situation of United States, Argentina, the United Kingdom and China. Then analyzes the problems of China's regulation. Based on the analysis, we put forward several relevant policy recommendations.Lastly, this dissertation takes the case of Guang Dong province to analyze the development of petroleum industry. First this part analyzes the situation of Guang Dong's petroleum industry, inculding the development environment and the main issues to be resolved. Last of this part describes the development goals and the main path of Guang Dong's petroleum industry.Relying on above contents, the innovative points of this dissertation are:(1) The dissertation uses the theory of vertical integration to analyze China's oil industry.Currently,there are not related domestic literatures. Therefore, this point is expected to become an innovation; (2) The dissertation prposes the path of horizontal scale and vertical integration. Any company which achieves horizontal scale or vertical integration, should have good market prospects, and for China's oil industry, Should adhere to a combination of horizontal scale and vertical integration,which can improve the international competitiveness of our oil industry, security companies and the state the ideal win-win results; (3) This dissertation, from the perspective of industry chain of China's oil industry, analyzes the problems associated with vertical and analyzes oil price fluctuations on the challenge of building the industry chain in China.
