On The Problems And Solutions Of Implementing The Policy Of "Digital Jilin"

The 21st Century is the times of informationization and knowledge economy. The level of informationization is an important measure to weigh the international competitive power, degree of modernization, comprehensive national strength and capacity of economic growth of a country or region."Digital Jilin"is the specific application of the"Digital Globe"in Jilin Province and its extension into deeper direction, and also, a component of the"Digital China". The 16th Party Congress forwards a policy to support"Regulation and Transformation of the Old Industrial Bases in the Northeast Area", which has brought about the valuable opportunity and challenge to both social and economic development of Jilin. To accelerate the regulation, transformation and revitalization of the old industrial bases, accelerate quick and sustainable economic development of Jilin Province and to guarantee the national safety, the timely and accurate information source will be in need as the decision-making basis.This thesis is divided into three parts.Part I starts from introduction to the concept. It expounds the concept of the"Digital Jilin", engineering framework, and significance of"Digital Jilin"policy, and further narrates the connotation of the"Digital Jilin"policy.outlines the present foundation of the"Digital Jilin"policy and analyzes the feasibility for implementation of the policy. With rich natural resources, Jilin Province is one of the important production bases of commodity grain and meat. In the aspect of industry, the construction and development during the past 50 years from the establishment of the new China, it has preliminarily formed the industrial pattern taking the automobile manufacture as the backbone industry. Concerning personnel training and education, Jilin Province has been carrying out the strategy of"Booming the Province by Science and Technology", and its educational level ranks in the leading position domestically. In view of scientific research, it has formed the scientific research base radiating from Jilin University. It has also formed superior research and development system of geographic information and science and rich educational resources, with a lot of modernized scientific and technical workers being well trained and cultivated. Various resources for implementation of the"Digital Jilin"policy have been accumulated, and the conditions are getting mature. The 16th Party Congress forwards a policy to support"Regulation and Transformation of the Old Industrial Bases in the Northeast Area", and rapid development of the GPS, remote sensing technology for aviation and airspace application, and information technology in Jilin Province have really brought about the rare opportunities for development of the"Digital Jilin". Meanwhile,Part II analyzes main issues existing on"Digital Jilin"policy."Digital Jilin"policy is a huge system project with complicated involvements, massive technical difficulties, and long construction period exceeding 20 years, which is therefore believed to be a long-term strategic mission. Firstly, there is a problem of repeated construction of infrastructure facilities. Many cities have already begun to lay optical cable in a big area, while many others have also established GIS. Due to historic development, some cities have established the telephone network, cable TV network and Internet, which have already caused real wastes. Since 2001 when"Digital Jilin"policy was initially carried out, some organizations and enterprises have participated the wide band operation one after another so as to share bigger portion of the"great cake". However, the picture in front of us shows that some old buildings and houses are disorderly connected with the wide band, and even the newly completed buildings cannot escape from the chase of the wide band. The construction of web sites is really troublesome in both number and order.Whenever turning on the PC, one can always view different web sites: government, enterprises, companies, universities, hospitals, post offices, aviation and many other web sites, which, one can never be got rid of. In fact, according to present situations, there is no need to set up so many web sites, which have no use, and cost a lot. Secondly, government lacks the centralized planning and well coordinated functional division; the investment is made in a singly way, the rear force for development is obviously insufficient; there is a lack of efficient supervision and control; and there is also a lack of good workable system platform and information exchange center that could enjoy common policies with less consumption of manpower.Part III emphasizes the role of the government in the implementation of"Digital Jilin"policy, and how to play the role, i.e. the government should fully exert the functions of organization, leading, and centralized and well coordinated planning; it should make centralized plan, solve the difficult issues before the easy ones, and avoid repeated construction; it should introduce the funds in different channels, enlarge the investment and stress the self-development of the enterprises themselves; it should use the experience obtained at one point to propel the mass on wider area, share the resources and promote the application; it should strengthen construction of policies, laws and regulations; it should accelerate provincial level geographic space information industrialization, and professional application so as to propel the implementation of the"Digital Jilin"policy and let it to advance toward the given goal.
