Many shortcomings in Western countries traditional administrative model bureaucratic system in our government administration also embody, My government is also faced with the difficulties of traditional Western countries administrative. Some Chinese scholars make the reviews and criticisms about traditional administrative efficiency. In contemporary Western countries from administrative reforms on the basis of theory, performance of the government began to introduce the concept of China's traditional administrative efficiency research fields. Improve performance; the first is to establish a scientific appraisal system performance. In the search for solutions to the plight of the solution Road, people have gradually shifted their gaze to the full vigor and vitality of the enterprise. Performance appraisal system which is more systematic, scientific and practical in practice is widely used. How will the enterprise performance appraisal concepts successfully applied to government departments, that is the scholars ponder on the issue. From 1993 to 2002, the relevant departments issued a series of enterprise performance appraisal criteria This indicates that the enterprise performance appraisal moving toward institutionalization and standardization.The third part of is a detailed analysis of the difference between the two. Firstly, the appraisal is of different subject. The government's main appraisal team is by the executive authorities, experts, scholars and the public component. Investors, business managers, creditors, related government departments and other stakeholders of enterprises constitute the main achievement appraisal. Secondly, it is the of different appraisal objects. Performance Appraisal of the object is including economic performance, political performance and social performance; although enterprises will also consider economic and social objectives, but more prominent or economic objectives. Clearly the objective of the government is more complicated, it's more difficult to assess. Thirdly, it is the differences in value orientation. The values of the Government, is public, service and accountability. Of the enterprise is the accuracy, timeliness and economy.Forthly, the purpose of the assessment is different. Government performance appraisal purposes in improving the efficiency and management capacity at the same time, improve its quality of public service establish and improve the public accountability mechanisms, improve satisfaction, improve public awareness of the government and its policy of support and trust. The enterprise performance appraisal is not only for the development strategy to provide supporting information. But also for the implementation of corporate strategy for controlling information.Fifthly, it's the difference between the content of appraisal. Sixthly, the assessment methods are different. The government should mainly employ qualitative analysis and quantitative analysis, the general assessment, assessment of specific industries and special assessment methods. The enterprise mainly the use of financial indicators analysis, economic value-added method and Balanced Scorecard card which is very popular. Seventhly, the theoretical basis is of the difference,but there is inner-connect too. The Performance appraisal of the Government and enterprise is based not only different but also link. Within this total, the principal-agent theory, the theory of contingency management and system management theory is both common theoretical basis. Eighthly, assess the difficulty is of difference. From the above analysis, performance assessment of the enterprise is more difficult and complicated.Through the above analysis, one can learn that the difference between government and enterprises in the performance appraisal. In-depth study of these difference, it is a possibility that take enterprise performance evaluation of the scientific method into government departments which has. Many scholars from the specific approach made a lot of contribution, but the study comparing the two is not many. The original intention of this paper is to be hoped that analysis of these differences, for the later in this regard for further analysis, experts and scholars may provide a theoretical basis and reference.
