| June 9th, 2007, the State Council formally approved that the Chongqing city established the national co-ordination urban and rural comprehensive reform pilot area,Which is the China's major strategic plan of speeding up the development of construction in central and western regions and promoting the regions'coordinated development in the new historical period . As being the only Municipality in the western area and important growth pole , Chongqing has been the quicker development since 1997. But its internal binary economy structure of"big city and big rural area"is very clear. With the history accumulation factor of economic development and the discrepancy of resources, technology, policy, One-hour economic circle, Yu north-east wing, Yu south-east wing (referred to as"one circle and two wings") There are different degrees of economic difference between each districts, with trend of increasing, which prevents greatly the economy development of Chongqing . In the context of this reality , it has important practical significance and great theoretical value to research the economic discrepancy of various regions in order to promote the Chongqing's economy development harmoniously .First of all, the article summarizes the research on regional economic inequality, investigates the definition of regional disparity and estimating indexes, briefs introduces regional discrepancy current research and related theory in this field of domestic and abroad. And then with the research of one circle and two wings of Chongqing , the article uses statistical analysis method to evaluate economy development standard of various districts, and from the angle of fixed quantity, the article has compared and analysed the economic development standard between the three major regions of Chongqing, reveal the status quo of the three regional economic discrepancy continue to expand in the Chongqing Municipality . At the same time it is discussed and studied the reasons and impact that had caused the economic disparities among the regions since 2000, At the same time it is discussed and studied the reasons and impact that had caused the economic disparities among the regions since 2000, learn experiences and insights from the typical case of other areas regional economic disparities abroad,forecast roughly the economic difference trend, give some measures to how to narrow the economic disparities and to speed up the overall economic development of Chongqing,so as to give value reference to the government about how to regulate and control Chongqing's regional economic discrepancy.This paper is divided into six parts:Part one:Introduction, that is, chapter 1. It includes Questioning, research significance,the current study situation on the regional economic research domestic and abroad,the paper's research objectives, content, methods and innovations. This part is established background and theory foundation for follow-up research..Part two: the regional economic research methodology, includes Chapter 2. It includes related concept in the regional economic research,constructing of indexes system, the indexes system in this paper, the introduction of estimating methods and study body . This part is established the methodology foundation for authentic proof research..Part three: the demonstration analysis of Chongqing's regional economical discrepancy. It includes chapter 3. It has intruduced the present economy situation and the change orbit of Chongqing one Circle and two wings regions since 2000,has analysed its influencing factor and has appraised its influence on society and economy. This part is established the authentic proof foundation for macroscopic policy decision.Part 4 : The experience and enlightenment learning from other typical case about dealing with regional economic discrepancy abroad, that is, Chapter 4. This part mainly introduces the typical cases of the process how the United States and Latin America deal with their regional economic differences and realize the sustained development, learn from the lessons and experience, analyze the Enlightenment coming from the regulation model of those regional economic discrepancy.Part 5: decision-making and suggestion, that is , Chapter 5. According to the science view of"all is for person,comprehensive,coordination and the go on development",give the preliminary forecast of future development of regional economic discrepancy in Chongqing, it has put forward some aspects which should be paid attention to in the course of economy harmonious development and the controlling countermeasure to the difference among the three regions in Chongqing.Part 6: conclusion, that is Chapter 6. We can get the following conclusions through the empirical analysis of regional economical discrepancy in Chongqing. There is significant difference between the degree of regional economic development in the One circle and two wings regions of Chongqing, the discrepancy shows the characteristics of the expansion, which has been,to some extent,hampered the coordinated development of economy in Chongqing. We must pay attention to the discrepancy and should do some preparation in order to make the coordinated economical development of one circle and two wings regions in Chongqing . Government should provide an appropriate degree of government preferential policies to the two Wings regions , adjust and optimize the relatively backward region's economic structure and industrial structure to their condition, improve the effect capacity of poles, promote a wide range of multi-level, multi-forms economical and technological cooperation between the one circle and two wings, encourage the development of non-state-owned economy and small or medium-sized enterprises, adjust the structure of financial expenditure, increase the investment of capital, scientific research and education, develop education industry vigorously and so on. |
