Research On Information System Planning Method Based On The Change Of Enterprise Environment

With the rapid development of economic globlization, internet network, and diversity of the clients'demands, there has been a great change in terms of norms, means, depth, and width of the competition among enterprises. Therefore, it has been a main trend for the enterprises to reconstruct their business information and conduct renovation during the course of reform and development.However, the regulating methods and means of information system relatively lag behind the requirements of business development. In addition to the disadvantages of being self—enclosed and backward equipment, the enterprises have an obvious feature of weak adaptation to the surroundings. As we all know, any information system depends on and is affected by a certain kind of surroundings, while the surroundings itself is changing from time to time. Hence, information system must adapt to its corresponding surroundings so as to keep thriving. But only those information systems with high quality can adjust themselves to the change of business environment. On a whole, most Chinese enterprises are lack of adaptation, although some of them did play a good role in business development. As environment changes, they gradually loses their adaptation. The problem lies in the fact that when the information system was programmed, its creator did not consider its adaptation so that the system possesses a poor ability to adapt to the changing environment. So it is quite imperative to study the planning and adaptation of information system.It is fairly beneficial and instructive for the practice and endurance of the business development to have a full understanding of the relationship between the information system planning and business surroundings as well as the ways to regulate information system. A well—designed information system which is good at adaptation is the means to improve the perfection of business information and a key channel to raise the business competitive competence and advantages. The following benefits can be gained if the management could deal well with the relationship between the dynamic changing and the planning of information system:1.Solve the problem of investment and profit by reducing the investment while raising the efficiency and deciding capacity of management.2.Promote the enlargement horizontally and the application vertically of information system into the business management, thus more profits will be made and competitive capacity will be improved3.Enforce the employees to make self-check, review the past work, and perfect themselves with the recognition and understanding of the diverse and changing of business managing environment.The competition of modern enterprises lies in the competition of speed and adaptation. Information system is not only an assisting tool for operation, but a leading factor which guides the direction of business development. Therefore, considering the long-term developing strategy, and aiming to make a rational planning for the inner and outer environment, and taking the traditional method for information system planning as basis, it has become a motivation for the business to probe and study the modern and efficient planning method for information system.This thesis first summarizes the information system planning theories and their actual application both from home and abroad, and discusses the relationship between information system planning and business environment, from which some weak points are presented in terms of traditional information system planning in the process of information construction with the detailed analysis of the un-adaptation of the information system planning to environment such as the un-adaptation of the traditional ISP stactic supposition and methodology to the diversity of business environment. The following three aspects are further discussed for the sake of the study of the diversity and dynamics of the inner and outer environment in the course of making out the information system—the business strategy, the organization and flow of the business gearing to the process, and the rapid developing information technology, with the focus on the analysis of the relationship between the planning method and the business organization and working flow process.Based on the above analysis as well as the multi-level and gradualism of the information system planning, the present author puts forward the corresponding methods and strategies to improve the adaptation of information system planning to deal with the uncertainty caused by environment. The author focuses her analysis on the following problems: adaptation to environment in strategic planning; adaptation to dynamic environment in managing process; environmental adaptation to the infrastructure and combination of information system application brought forth by the development of information technology.
