The construction of the Enterprise Information Systems is the basic way to realize modern enterprise management, which is an information systems engineering, integrating computer technology and network information technology. Advanced, useful, and effective enterprise management systems are adopted to every procedure and class of the enterprise management, which improve the management environment, lower management production cost and enhance the competition capacity of the enterprise; the smooth degree of the currents of the products, commodities, capital, and information is improved, which makes the operational data more accurate, timely, overall and concrete. In the meantime, all kinds of information is processed to be the abundant evidences of the decisions of the production and management for the leading class of the enterprise, which is more scientific for grasping the business opportunities and creating more chances for development; the management information systems (MIS) is good for scientific, reasonable, systematic and standard management, leading the management level of the enterprise on a new step, and being a fixed foundation of the continuous, healthy and stable development of the enterprise.This article is based on the enterprise that the author is employed—Guizhou Highway Engineering Corp. —as the research object as well as background unit of the system requirements. In the concrete research process, the theories regarding MIS are studied based on the current Specifications of the highway trade. Information systems are set up based on the specific in-situ researches of the background unit. The demands of the inner and outside of the systems are analyzed and the present business procedures are reorganized and recreated in accordance with the configuration of the information systems. Then design the information systems, and find the proper management methods for the corporation by analyses and discussions on systems planning, system analyses, system designs, system practices and system effects. Discuss and analyze the mutual relationships and functions between the information systems and the organizations on the basis of the overall targets of the enterprise and its practical situations to study how the information systems make the resources inside and outside the enterprise integrated to enhance the competition capacity of the enterprise. Expect to study anddesign the requirements, methods, difficulties and measures of the MIS by analyzing the targets, planning and designs of enterprise management information systems.
