The Win-Win Choice In Cement Industry And MSW Processing Based On The View Of Recycler Economy

With the high-speed development of the economy in our country, the improvement of the living standards of the people, the accelerating urbanization process, and the fast increasing of the urban population, the generation of municipal solid waste (MSW)has heavily risen. Moreover, the trash with economic prosperity produced in astonishing amount and accumulated year to year. How to deal with the household garbage in urban area is a hard problem that we have to face. At present, the disposal technologies to the MSW in our country include hygiene landfill, high-temperature compost and burning. In fact, these technologies just transfer the pollution of the MSW, and they can't really carry out the principle of harmless, reducing quantity and reclamation.The paper explains the formed reason and influence factors of the MSW, and then analyzes the MSW is a kind of "misplaced-resource", it doesn't equal to the burden and disaster in our traditional mind.Combining the characteristics of resources dependence and elimination all kinds of wastes in cement industry, the paper , using the view of Recycle Economy,creatively shows the disposal of MSW in PC kiln system is an efficient way to carry out the win-win in both cement industry and MSW processing.Furthermore, basing on the item of NCDRI——Disposal of MSW in cement industry's PC kiln system in Tong Ling, the paper makes use of economic management theory and furry mathematics models, according to the factors on harmless, reducing quantity, reclamation and cost, to make detailed description of the disposal of MSW in PC kiln system, which carries out environmental sustainability, economy capability and society acceptability.According to above analysis, after describing the current situation of landfills and cement works in Jiangsu province, the paper compares the economic radius and capable radius in main cement works, and puts forward reasonable suggestions for the MSW processing in Jiangsu province.In the end, this paper discusses how to promote the disposal of MSW in PC kiln system, including economic policy, legal protection,science and technology,public education and participation etc.
