The Study Of Risk Analysis And Control In Technical Reconstruction Project Of Petrochemical Enterprise

Risk management is an important component in project management, paid high attention in the recently years.Analysing and controlling project risk has become a basic demand of investor and superior administration.There are some differences between technical reconstruction project of petrochemical enterprise and general investment project. There are much more uncertain factors in technical reconstruction project of petrochemical enterprise, because of some special reasons such as high project investment, high complexity, high technology percentage composition, short construction period, narrow working space and the double duties of production plan and economic benefit for the enterprise, caused by that the project is mostly actualized in the regular processing period or the examining and repairing period. Therefore, it is significative to improve risk management in technical reconstruction project of petrochemical enterprise, and to control or evade the risk efficiently.Based on the theory of technical economy, project management, risk evaluation and risk control, the anthor analysed the feature of technical reconstruction project of petrochemical enterprise, studied the character of the risks, identified the special risks of technical reconstruction project, and discussed the methods of risk management in technical reconstruction project. As for the reconstruction project for adapting various crude oil type in Cangzhou Refinery SINOPEC, the anthor analysed the risks in project actualization, evaluated the potential risks in investment decision, technology choice and design, project management and organization, delivery for important equipments and materials, safety management, processing preparation, and project economy using subjective grade approach, and delivered the corresponding measures for treating and controlling the risks.
