After China entered the WTO, the change of inside environment austerely challenged thesurvival and development of the aviation oil enterprise, but synchronously created good opportunityfor its progress. The aviation oil company in our country is on a very pivotal developing level, so it'san exigent and feasible task to do strategy study of aviation oil company. It has far-reachingsignificance to the development of aviation oil company to set down rational and effective strategyguideline. This paper uses the theory of enterprise Strategy development research, taking ChinaAviation Oil Holding Company (CAOHC) as the study object, making a detailed expatiation on thestrategy development research of aviation oil company. In the process of material analysis, it makesuse of the strategy research methods of SWOT, Analytical Hierarchy Process (AHP), the balancedscorecard, develop-state chart and etc. to do the research, in order to make the paper a pertinence,practicability and maneuverability. This paper is divided into 8 chapters.Chapter 1, according to the analysis on the macroscopical background of the inside economy andthe objective situation of the aviation oil industry, illustrates the research background and researchmeaning of this paper. Basing on the analysis to the situation of the inside and outside enterprise'strategy development research, it confirms the main research idea, research method and techniqueroute of this paper,Chapter 2 introduces the basic theory of strategy management, which contains its production,development and meaning, especially discusses the SWOT analysis and the balanced scorecard.Chapter 3 describes the developing course and development situation, as well as the basic thingof CAOHC. It settles basic to the CAOHC's SWOT analysis and the construction of strategy management frame model.Chapter 4 analyses the preponderant and the non-preponderant factors from the internalcondition of CAOHC.Chapter 5 analyses the opportunity and the threaten factors from the external environment ofCAOHC.Chapter 6 uses the AHP to optimize the process of SWOT analysis, and makes a conversion tothe internal interrelationship of factor S, W, T, and O, and then partitions their weight. Afterwards, itaccords to the result of the AHP to make the policy SO, ST, WO, and WT, which bring to theultimate policy. Finally, it comes the SWOT analysis integrated chart of CAOHC.Chapter 7, through the environment-analysis and the strategic study to the CAOHC, it has usedthe SWOT analysis to set primary policy, basing which, it makes a further study on thestrategy-implement. It also introduces the balanced scorecard to do the strategy-implement work,whose content involves the establishment of the company's balanced scorecard, and theestablishment of personal aim's balanced scorecard.Chapter 8 draws a conclusion to the whole paper, and makes a vista to the future work.
