Recently, the competency is one of the critical issues on human resource management .Since its first introduction to China in the 1990s, many scholars have kept on studying it.,through constructing the competency model, scholars put forward many kinds competency models from different angle and sides. However, the result of the literature search turns out that study pay more attention to the competency of managerial personnel, as for the competency of R& D personnel is rather deficient. However, as the subject of technological innovation, R& D personnel is an important colony of enterprises, plays an essential role to existence and development of enterprises, whether enterprises set up the human resources management system suit with R& D personnel's characteristic could determine destiny of enterprise. In view of this, this study discusses the competency model of R& D personnels, with R& D personnels of research centre in JS Company in order to be tried.Through setting up R& D personnels'competency model, on one hand, it will give the reference for company recruitment and employee training, on the other hand, it will give the reference for other similar enterprises.This study firstly collects the items of R& D personnel's competency, and compiles them into a survey questionnaire by means of document analysis, job analysis, behavior event interview, expert group discussion; secondly, this study sets up R&D personnels'competency structure of JS Company with factor analysis, proves the validity of competency structure with correlation analysis between R&D personnels'competency level and their performance level, then sets up R&D personnels'competency model in JS Company; finally, this study does variance analysis for different sex R& D personnels in JS Company with T test, does variance analysis for different age, working age, education and professional title with the one way ANOVA analysis.This study shows the following results:(1)R& D personnels'competency model in JS Company includes seven categories twenty three elements which are 1)flexibility and challenge: forsee ability, have one's own view, flexibility, challenging awareness and independence; 2)professional dedication: concern progress, responsibility, concern quality, loyalty and concern order; 3) knowledge and skill: creative ability, solve technological problems, professional knowledge, thinking ability; 4) cooperation and teamwork: team work, interpersonal understanding, coordination and communication; 5) customer service orientation: customer service, integrity; 6) achievement orientation: achievement orientation, initiative in;7)learning ability: self-development, information searching and analyzing;(2)competency leve of R& D personnels in JS Company doesn't show significant differences for different sex, age and working age ;(3)competency leve of R& D personnels in JS Company shows significant differences for different education and professional title, the higher educational levels and professional titles have higher competency levels.
