So the growth of Chinese cigarette industry hasbeen under the strict control of the government which exerts direct influence on theoperation of cigarette enterprises and the relevant market structure. This controlincludes the following aspects: the social control, the market- structure control, theadmission control and the quality control. However, this control has also led to someundesirable business operations and a limited market competition regulated by theregional interest groups.
