Research On Bettering Endowment Insurance System Of Changshu Rural Citizen

Since it carried out reform and opening-up policy more than 20 years ago, China has been achieving great success economically .Nowadays during this transition period ,the income gap between urban and rural citizen is becoming larger and larger, the questions focusing on rural citizen are of overwhelming importance and they have been mentioned for 3 consecutive years since 2005 by the No1 magazine of CCPC in every spring. In March 2007, one of the focuses of Chinese government is the living conditions of our people. The government called on to harmonize our socialism society, to construct new socialism rural area. Thus, to solve the above-mentioned tasks, we should pay much more attention on social security of rural citizen. According to investigation, only several provinces have set up the rural endowment system, while there are flaws and imperfection. Therefore, it is necessary to improve rural endowment system regarding rural development, but also show the resolve of Chinese government to serve people wholeheartedly.Changshu is one of the most wealthy counties located in the most developed area—the Yangtze river delta. In 2006, its output reached 80 billion Yuan , average per capita GDP neared 10,000 USD. Fiscal revenue amounted 10 billion Yuan, including general budgetary revenue of 800 million Yuan .There are 11 townships whose general budgetary revenue all exceeded 100 million Yuan. The privately-owned enterprises and companies play active part here, so the fiscal budgets of both county and 11 townships are not tight comparatively. Changshu initiated the rural endowment insurance reform in Oct, 2001, and was one of the vanguards in Suzhou .There are some nice experiences also some weakness. In chapter 1,it deals with the meaning and goal of this article. Chapter 2 introduces the origin, course, specified measures and present situation of the endowment insurance system of Changshu rural citizen (EISRC), meanwhile analyses example of case. By analyzing example of case, this Paper proposes initiations with regard to government administration, policy-making, etc and countermeasures to blemishes in 3rd part. Modeling on domestic successful measures, the article in the 4th chapter takes advantage of 3 sound models in China. This thesis in 5th part talks about how to improve the endowment insurance system of Changshu rural citizen , it also suggests how we do to transform the EISRC to the endowment insurance of urban inhabitants.Changshu has good advantage to take the lead to perfect EISRC, meanwhile it should blaze a trail to contribute to the construction of harmonious socialism and new socialism rural area.
