Since the implementation of pension insurance reform in China(1997),the endowment insurance system of Liaoning province to realize the perfection and development,gradually however,there are still 12504000 of urban residents in Liaoning province has not yet been incorporated into the endowment insurance system,this part of the town residents face huge risk of the pension.According to the ?guiding opinions of the State Council on urban and rural social endowment insurance pilot?(the Sate Council [2011]18)with the spirit,the Liaoning provincial government in July 1,2011 promulgated the ?implementation opinions of the people's Government of Liaoning Province on the urban and rural social endowment insurance work?(Liaoning Province [2011]23),the specific implementation measures for urban residents in the community endowment insurance of Liaoning province to carry out the provisions.However,in the process of social pension insurance system for urban residents in Liaoning Province,the level of retirement pension is the most important and interesting parts,this not only determines the insured person's basic needs of life satisfaction,but also affect the financial pressure and the structure of fiscal expenditure burden.The main purpose of the topic is,to evaluat the social endowment insurance system and pay level,based on the appropriateness of urban residents in Liaoning Province,and to explore the best urban and rural social endowment insurance level,realize urban and rural social endowment insurance system in Liaoning province is gradually perfect,provides the theory basis for the improvement of the system.The article from the four part,two aspects,moderate the implementation of urban and rural social endowment insurance system in Liaoning insurance system in Liaoning province is evaluated,first of all,the important concept involved in the urban and rural social endowment insurance,pension demand and supply,the Engel's coefficient and the moderate level of pension topics covered were defined,at the same time,the system analyzes the survival equity theory,life cycle theory and welfare economics theory,this part is the theoretical basis of the whole thesis,and further analysis and forecast data basis;Secondly,unable to meet the basic needs of life of the elderly are presented in this paper on the urban and rural social endowment insurance in Liaoning Province,the low rate of pay grade is low and the payment level,the individual payment level is poor,the low level,the city government subsidies in the insurance fund operation management,low efficiency and lack of dynamic adjustment mechanism can not be avoided at the same time,for various reasons,the above problems are analyzed,namely the city habitat protection and economic coordination degree difference,individual level of residents in low,city home insurance fund investment channels lack and so on;then,according to the present stage Liaoning province urban elderly population proportion,the use of social security to moderate level model,Liaoning the provincial capital in insurance level of upper and lower limit of moderate were calculated,and according to the 2013 Liaoning statistical yearbook data,use of urban residents in the basic needs of life of people,the basic needs of life of urban residents in Liaoning province were calculated,based on the established city habitat protection level dynamic adjustment scheme,analysis of the feasibility of the scheme.Finally,according to the analysis,this paper put forward to perfect the urban resident in Liaoning Province Countermeasures and suggestions of the people social endowment insurance system,including the city home insurance coverage,insurance supplementary role,city habitat protection planning level,the dynamic adjustment mechanism to establish and improve the urban income etc..
