At present Small and medium-sized enterprises have an important influence in economic development and decreasing the pressure of employment and optimizing the structure of economic in our country. Performance management is often used in management of Small and medium-sized enterprises. But since their ability of human resource management are weak, and those enterprises lack of scientific and reasonable performance management system, so the effect of performance management don't attach the requirement. So Small and medium-sized enterprises consulting research can help they improve performance management and finish their strategic target and improve their competition.My paper analyze the situation of performance management of Small and medium-sized enterprises, and set forth their challenge. Base on them I put forward the model of Small and medium-sized enterprises' consulting content, design the procedure of performance management, and set up the consulting model of Small and medium-sized enterprises which is based on enterprise strategy. The paper regard the key link is fix the key performance area of performance management in consulting process, then we can fix the key performance indicator. In the consulting process we must build up a group consist of consulting experts and specialized managers relating to the enterprise. They can use science and reasonable way to consult. In chose the consulting methods, traditional consulting methods can't solve completely the problem of relying on the consulting experts. Only combining the experts' subjectivity judgment and the science methods we can get better result and help enterprise managers to find the problem and improve the performance management of enterprise.The fourth of the paper I introduce briefly the commonly used consulting methods of performance management, focusing on Fishbone diagram and Analytic hierarchy process, and using the two methods in Small and medium-sized enterprises consulting. In consulting process the consulting group which is consist of the consulting experts and those rich experienced persons discuss the consulting indicators which are got from the consulting model. According to dividing carefully the factor of performance management by Fishbone diagram, the author build the hierarchy model by using Analytic hierarchy process. According to the hierarchy model the author build the judgment matrix. Then those experts mark every object in the matrix, calculate the matrix and find the solution. Then they can examine the combine unanimous of every actor in the matrix, and try to make the model more reasonable and suitable. Using Fishbone diagram and Analytic hierarchy process in performance management, the managers can fix the enterprise performance management system, and combine the nature analysis and quantitative study, in order to improve the practical results of performance management consultation.
