| In order to guarantee the realizing of the social aim that everyone possess the appropriate housing, the nation has provided the middle and low income stratum with the affordable housing, which can be viewed as an important level of the national housing accommodating system. As the main developer of the affordable housing, the Real Estate Development Company, which exists for a long time, is disturbed by the problems that emphasized marketing while neglected management. At the same time, highlighted the construction control but ignored the management of a whole project and its developing process is another problem that exists in many academic researches. Therefore, how to improve efficiently the managing level of a whole developing process as well as the competitiveness of an enterprise are the problems that any Real Estate Development Company should be faced. Only resolve these problems can the affordable housing developed by these companies reach the quality standard and meet the needs of market, meanwhile guarantee the construction process and the benefits of investment and society.This thesis is under the guideline of relative management theories, combining with the project management research results of home and abroad as well as the author's rich working experience. It makes a system analysis on every stage of the whole developing process of the affordable housing. The studies on organizing and management patterns, relative managing methods and the policies concerning affordable housing are also available in this thesis.
