It is an inevitable phenomenon during Chinese Industrialization andUrbanization process that surplus rural labor transfers to the non-agriculturalindustries and the city. Such trend is not only affecting the farmers themselves, butalso promoting Chinese Industrialization and Urbanization process.Since 1986, the amount of China Surplus Rural Labor transfer has suffered theclimax in 1993 and 2000; and got once comparative large scope reflux of SurplusRural Labor. This phenomena corresponds with the process of National Policy ofReform and Opening.Nowadays, the basic status of Surplus Rural Labor transfer mainly reflects asfollowing aspects: occupation centrality, region centrality, comparative gap betweenactual salary and anticipative salary, undound Social Security System and so on.Meanwhile, multi-factors impact on Surplus Rural Labor transfer. By selecting salarylevel, agricultural income and city employee opportunities as variable anddemonstration analyzing, this paper deduced the following conclusion: in China, Surplus Rural Labor transfer acts an important effect to bate the further extension ofthe salary gap, and this effect has become more obvious since 1999. Salary level alsoacts a vital role on Surplus Rural Labor transfer. Therefore, in order to accelerate theSurplus Rural Labor transfer, it is a must to improve the rural labors' salary level. Thedemonstration proves that the salary of rural labor has to increase by at least about40% under the present situation.As far as national sustainable development concerned, Surplus Rural Labortransfer is the inevitable trend. What's more, it needs various aspects' support such asgovernment, enterprises, labor union and rural labors themselves to mend thetransfer's pace.
