Study On Evolutionary Tendency Of City Impoverished Population In New Period

China is a dual developing country, plenty of resources and techniques are centralized in city in the process of economic development, which lead to a backward in rural economic development level in long term compared to city economic development level, and the gap between them is forward being expanded, in our country, rural population makes up almost 60% of the Chinese population, and most the population has been limited in the primary industry and under-development rural areas. The great gap in income and life level between countryside and city forces them to outflow into city to hunt for job opportunities. However, the gap exists not only in economic development level but also in some system, such as the household register system, labor force market, social insurance and so on, such system have a great influence on these rural flowing population, in addition to their low development cost, own quality and social supporting network, their life trapped in strait and they became the new poverty group in city. Because there is no city household register to these rural flowing population, they are always neglected by the city inspection on poverty which based on the old household register system, but their poverty life in reality has caused a series of social focus problems in city and become an unavoidable reality, and such problems have an important effect on socialist target in building a harmonious society and realizing common well-off in china.How these countryside flowing population emerge and concisely define the new poverty group, weather it belongs to a part of city poverty, this paper will discuss and study the special group based on this points. The first part will analyze the appearance of the rural flowing population and decide the poverty property of it, combined together related theories and historical background in foreign countries and at home, and recent inspection defect of city poverty. In new period, on condition of large number of rural flowing population outflowing from the countryside into city and striating for new life, large quantity of peasants in city trapped into poverty again, and what's their current situation. As a newly-appeared poverty group, there is a great difference compared to past definition of city poverty group, and it has its own characteristics, the result caused by dual economy has great influence on not only economy, but also culture and phychology. The second part will discuss the current situation of the rural flowing poverty form material life and humanity condition, and this part will also learn and sum up the characteristics of them. In the same time of rapid economic development in china, why there appears the newly-appeared poverty group in city. The fifth part considered how eliminate poverty of the rural flowing population in city, meanwhile how to prevent it before its happening, and this part also discussed precautions against the growing increase of the rural flowing population.
