A Study On The Conformity Between Industrial Poverty Alleviation Policy And Rural Poverty Population Demand

Since the reform and opening up,our government has lifted hundreds of millions of people out of poverty through massive and extensive relief assistance.With the reduction of the remaining poverty,China's poverty alleviation has entered the stage of the siege.Residual poverty population distribution is more scattered,poverty complex reasons,eliminating the "blood transfusion" poverty alleviation has been difficult to adapt to the current status of poverty in our country,development-oriented poverty reduction began to play a crucial role.Industry as an important way open for poverty alleviation for poverty alleviation,not only can effectively alleviate the pressure of the national poverty alleviation funds,leveraged to industry development in poor areas of economic development,industrial resources,development of poor areas help poor asset sex revenues to the greatest extent,but also can improve poor employment and poor stable income,has the very good sustainability.In recent years,based on the accurate under the perspective of industrialization for poverty alleviation poverty alleviation is becoming a hot spot of academic research field,but most of the research focuses in poverty alleviation and the basic elements of industry or operation mechanism,the research perspective is mostly based on the government,cooperatives,the main leading enterprises such as poverty alleviation.However,it neglects the feelings of poor people in rural areas,such as the application of industrial poverty alleviation policy to the local poor households.How can we make the policy of industrial poverty alleviation more fit with the local poor households?What are the factors that affect the matching degree of poverty reduction policies and poverty population?In essence,only based on the matchingdegree between the industrial poverty alleviation policy and the rural poverty population needs,the government can better realize the accurate poverty alleviation.Therefore,the purpose of this study is to achieve a more accurate policy of reducing industrial poverty,which is more consistent with the needs of rural poor people.In order to obtain rich research data,the author went to county L county of JiangXi province to investigate local industrial poverty alleviation projects.After the investigation is completed,the author elaborates the policy of the poverty alleviation policy of the industry on the basis of the research data,which is the policy of project arrangement,resource allocation policy and implementation mode.Based on the theory of fit theory,this paper USES literature method,case study method,comparative analysis method and questionnaire method to explore the matching degree of these three aspects to the needs of rural poor population.Found in the article:the arrangement of the poverty alleviation project in industry,the government at a higher level and the grassroots government is in a "commissioned-agent" relationship,both sides to record as the goal of the administrative appeal willingness to deviate from the national poverty alleviation and development in industry project schedule and target the target deviation.At the same time,due to the lack of social responsibility of high quality cooperative society,it is unwilling to undertake the duty of poverty alleviation,leading to the flow of poverty alleviation resources into the weak cooperatives,and it does not play the role of strong support and weakness.On resource allocation,resource capitalization after small business scale disadvantage highlighted,mainly in operating costs increase,the market risk,as well as the supervision and management and scale management of imbalances.For microcredit policies,most of the poor people are afraid of microcredit because of their small capacity to fight risks,weak repayment ability and poor understanding of microcredit.In the mode of implementation,the rural poor out of native feelings and intergenerational effects produced by the technology adhering to the prefer the "native" resources endowment model industry,and the resources endowment type industry also has less supply and difficult to replicate,has high economic effect.Inside the investors the choice of type,investors are more likely to agree with the demand of the rural poor,this is mainly due to the internal investors and the poor in the process of long-term relationship,both sides of the trust degree is higher,the internal investors better understand the real demand of poor.In order to improve the industrial policy for poverty alleviation and the demand of rural poor fit,in the industry development,on the basis of better lead the poor out of poverty to get rich,the author in the analysis of the results put forward the following countermeasures:one is to improve the system of industry of poverty alleviation design,providing guarantee policy for poverty alleviation works;Second,we should focus on supporting the development of specialized cooperatives and give full play to the demonstration and driving role of cooperatives.Third,we should strengthen credit risk management and raise the credit awareness of poor households.Fourth,we need to improve the mechanism of interest linking between cooperatives and poverty-stricken households,and effectively protect the assets of the poor households.
