Researching On Construction Of Administrative Capacity And Governance Of Anti-poverty

Poverty is one of the most serious challenges confronting by human society. Since the foundation of P.R.C, the government has made great efforts to promote productivity and alleviate poverty. But in real term, China has begun its anti-poverty campaign after 1978. Chinese government has proposed anti-poverty strategies and obtained great amazing achievements since 1980s. The impoverished population has reduced from 250 million in 1978 to at present 26.1 million; and the impoverished occurrence rate has also dropped from 30.7% to 3% below. The United Nations' research proved that China has reduced the impoverished population accounts for 70% impoverished population all over the world near 20 years. In the governance of anti-poverty, our government is continuously in the dominant position. However, with the fast economical growth, the government has many problems in the process of anti-poverty governance. The important reasons of the appearance of these questions are that reformation of the government is lagging far behind; the administrative ability is weak; the government lacks an entire set of anti-poverty management and supervised organization, the rules and regulations and the security mechanism, so the government can't carry out some policies which have already been determined. Thus, it has reduced the effect which anti-poverty should have. Therefore, improving administrative capacity is to change the present situation.This article obtains from the related theories and the reality of impoverished question and the administrative ability; describes the importance of improving administrative ability under the anti-poverty angle of view in China. After the relations of analysis between governance of anti-poverty and improving administrative capacity, from the angle of improving the administrative ability, it promulgates some questions in the process of anti-poverty governance which the construction of administrative ability need to solve, analyzing its reasons, and elaborating the methods of improving administrative ability way. Moreover, it points out the leading role of improving administrative capacity to governance of anti-poverty, providing the theory model for the practice work.
