By the middle of the 20th century, L. D. Miles, Engineer of American General Electricity (GE), Invented the effective management theory and technique of Value Analysis (VA). This methodology attracted much attention rapidly, and was introduced vastly into industry of American military department. Thereafter was named Value Engineering. Vastly in political, military and enterprise circle, many people, including American president Jimmy Carter was endeavor to contribute to the Value Engineering methodology promotion. In 1996, American presidents Bill Clinton signed 104-106 decree to require VE applying in government department. Moreover, the study and application of VA/VE in Japan achieved more efficiency. As follows, it was rapidly expand in Germen, Australia and Hongkong etc. and was named Value Management (VM). Furthermore, the VE professional study institute was found in England, French and Taiwan etc. to expand the research as well as the practice of this effective methodology promotion, consequently achieved much too at the same time.In oversea, Value Engineering was mainly applying into construction industry, In mainland of China, construction industry is the second one of the most important applying area which following to the first one of traditional manufacture industry. Actually, the application of Value System (VS/VE) in highway construction is far-reaching significance for the highway quality assurance, engineering cost controlling, and economic benefit increasing.During the research term, companying with the construct project manager, engineer and experts on the site, we organized VS/VE team, practiced and studied the Value System(VS/VE) application on the first construct working line. According to American "Value Methodology Standard" and China Standard GB/T8223-87 of "Vale Engineering", basing on the several years former research' foundation, I studied and analyzed Meihe Highway Project combining with theory and technique of System Engineering and Project Management etc. such as traditional Forced Decision method (Case 1), Optimum Value Zone method (Case 3), additionally including the developing method of resent years of Function Analysis System Technology(Case 1, 2, 3, 4, 5, 6), Life Cycle Cost concept(Case 4) and Decision Praising method (Case 4, 5) etc., moreover, complying with practice research, I found and introduced Work Break Structure method(Case 1, 3, 5) etc. I had turned to over 30 locale expert, designer, scholar and engineer for help. They participated in analysis, evaluation and study of the bridge, pavement and tunnel project management etc.In China, traditional VE practice used to focus on a series miscellanies technique of Function and Cost System disassembly of the object, nonetheless, it forgot the methodology's environment undergoing and the essences pursuing. Additionally, I encountered much practical problem during the study and analysis, afterward, I was well aware of the systematic and complex beyond the methodology, thereof, I introduced Value System(VS) methodology pursuant to practical basis.Value System(VS) application on Meihe Highway had achieved significant effect, enhanced comprehensive efficiency of express highway contracture from many aspect, including Political Value System, Management Value System and Economic Value System. For instance, simply according to the economic hierarchy, VS/VE contracture optimizing of Kuigang Tunnel contracture project totally saved RMB 1.97 million, 4.28% of the general investment, and shortened 293 days of working time; VS/VE design optimizing of Hengdu Bridge saved engineering cost 1.04 million, 40.74% of the general investment, and shortened 4 months of working time; the optimizing of k103+995 Bridge saved investment 1.63 million, 74.37% of the general investment, and fulfilled the project 2 months ahead of time; particularly in some enormous investment, the affect was more considerable, such as the pavement project variation, VS/VE optimizing totally saved 60.32 million, 8.56% of the general investment.
