Lanzhou city is a belt city located beside yellow river, between the Gaolan and Beita Mountain. Because of especial geographic and meteorological condition, pollution is not easy to be diffused. With the quickly development of society and economy, that problem should be deled with right now. Since 1991, Guodian Lanzhou thermal-power pant has provided thermal product. But it was very difficult to run safely and stably, because the existing generation-unit has been old and has not another thermal source. If the generation-unit has something wrong in winter, the society would be yeasty. Consequently local government has been noticing that.Nearly year, nation government has been advocating to construct a resource-saved and environment-friendly society, so as to program 4000 MW developing scale for power-thermal production, that will create rare opportunity to improve development for city in north of china and national generation corporation. The worse pollution and thermal providing has created very beneficial condition to develop power-thermal project in Lanzhou .The theme of my paper is very realistic. By broadly analyzing economical and technological macro-environment, energy industry and environment-protecting policy, according to 15^th developing program of Gansu province and Lanzhou city, we program the developing strategy for Guodian Lanzhou thermal-power corporation enlarging project. In future, we will notice changing industry policy and market condition, expend the strategic management, and adjust strategic program accordingly, so as to reinforce effect of direction and guidance.
