In recent years,with a large number of new energy power plants,especially biomass power plants,have been built.Performance management problems have gradually emerged,mainly manifested in that the old performance management model has not been able to mobilize the enthusiasm of employees,and can not play the potential of employees,at the same time,it is not conducive to the long-term development of the company.In this paper,the production department of GZ biomass thermal power plant is taken as the research object.By analyzing the specific problems existing in its performance management,the main method of improving performance management-target management evaluation method is introduced.Based on the analysis of the characteristics and principles of the target management evaluation method,the new index competition plan of the production department is formulated.The index competition plan decomposes the annual production objectives,it divides the annual tasks into monthly indicators in terms of time and divides the annual indicators into four major aspects in terms of content: safety and environmental protection objectives,economic production objectives,professional indicators and auxiliary performance indicators.At the same time,in order to implement the monthly task smoothly,the four goals are further refined and quantified to ensure that each employee's task is around the overall production goal.Finally,this paper emphasizes the guarantee measures that the production department of GZ biomass thermal power plant needs to implement in order to optimize the performance management system.Through the three-month trial period,optimization and improvement,the performance management of the production department of GZ biomass thermal power plant has had a significant and positive impact as the implementation of the index competition plan.This shows that the new index competition plan based on the target management evaluation method is effective for the performance management of the production department,which also provides reference for the performance management of the other power plants.There are 15 figures,9 tables and 81 references in this paper.
