A Study On The Features And The Performance Of Our Country's System Of Agricultural Land Ownership Since The Founding Of The PRC

As basic producer goods, land has been always thought as lifeline of peasants, so the importance of land ownership is obvious. The family contract responsibility system implemented in the 1980's once brought great development of agriculture production in our country, while till today, a lot of shortcomings have been unfolded. There is no perfect system functioning forever. As the appearance of potential profit under current system of land ownership, new system innovation should be required to realize the potential profit. Through analyzing the process and characteristics of the system changes of rural land ownership in our country since the establishment of P. R. China, this article aims to seek out developing direction of current system of rural land ownership in our country.From bringing in the definition of land ownership and the peasant system reasonableness to analyzing the process of system changes of rural land ownership in our country since the establishment of new China and discussing the development tendency of rural land ownership in our country in the future, this article is classified as four parts:In part one, it defines the definition and range for land ownership, and gives the basic analyzing means used in this article, and the theory of system changes. As a kind of property rights, land is a kind of property in narrow sense, it contains ownership of land, using right of land, benefit right of land and right of treatment and distribution of land. Therefore, the studying range in this article is defined as the land ownership of the property range in narrow sense.In part two, it brings in the assumption of peasant system reasonableness and sets up basis for the whole article. Not only in the self-sufficient economic time or in the environment of commodity economics, will the peasants reasonably respond to the environment of them. So there are the statements of fitting system and system paradox, the said fitting system means this kind of system equilibrium state that an individual gets his own pursuit and social resources are also applied reasonably, so this kind of system is the best.In part three, it analyzes the innovation process of rural land ownership in our country from 1949 to 1978. It classifies the process of system changes of rural land in our country as three periods by time sequencing and the subject difference of ownership; they are land ownership of peasant period, collective land ownership of cooperative period and collective land ownership of peasant period, and this part analyzes the characteristics of the changes by applying the theory of system changes.The last part analyzes some negative influences caused by the division to land ownership in current applied family contract responsibility system, seeks the direction to reform the rural land ownership system in our country. This part suggest, through setting up efficient systematic structure, to give encourage to peasant, and make peasants'economic actions develop toward the direction of being good to the economic growth of agriculture, thus realizes economic growth.The creations in this article are shown in the following three aspects: first, according to the differences of integrative degree and main parts of land ownership, to classify the procession of system changes of rural land ownership in our country since 1949, that means the complete land ownership of peasant period, collective land ownership period and the family contract responsibility system period. Second, the creation of researching aspect, in the past, learners in our country all analyzes from the aspect of legislations such as property law when researching this period, while this article analyzes it from the aspect of system changes. Third, in specific analyzing methods, this article adopts the entrustment and agents theory, demonstrates the profit and loss and its reasons through matrix.
