Science and technology has developed rapidly since great reformation took place in China. Science and technology innovation has been treated as a new basic strategy. Science and technology investment has been considered one of the most important investments. Therefore, science and technology industry has been paid the most highly attention on. However, as science and technology innovations sped up, all kinds of problems-such as financing difficulty and compensating unavailability-came into being. So, it is most important that we search for a new pattern which is fit for the development of science and technology industry, based on its particular characteristics.Based on the title,"Innovation on the System Pattern of China's Science and Technology Industry", the paper mainly discusses about the characteristics of China's science and technology industry and its two past system patterns, and then focuses on a new system pattern created by the author himself. The whole article is divided into five parts.The first part is an overview on China's science and technology industry. It mainly discusses about the concept of science and technology industry, the connection between this industry and the growth of economy, the particular characteristics of the above industry, and the importance for China to develop science and technology industry. The author thinks that, if we want to design a system pattern which is fit for China's science and technology industry, we have to analyze its characteristics carefully. Therefore, the particular characteristics is the core of chapter one.The second part is a review on the development of China's science and technology system pattern. The Industry-University-Research-Institution Pattern and the Incubator Pattern being analyzed, I think that both patterns have advantages and disadvantages. And the latter make them difficult to solve the problems such as financing difficulty and compensating unavailability. Based on these two patterns, I have designed a new pattern which may fit for the development of science and technology industry.The third part mainly focuses on the new pattern, called Endogenous Four Principals Pattern. The discussion of this new pattern is divided into two subparts, each of which answers a question. The first subpart answers why I choose endogenous pattern instead of foreign investment pattern. From the consideration of two development strategies-incorporating diversity and endogenous growth, I think local government should raise endogenous science and technology industry by incorporating all the local production factors, according its local special advantages. The second subpart answers what the four principals are. In this new pattern, folk society is considered as the investment principal, local government the compensation principal, university the incubator principal, while science and technology units are considered the micro-economic principal. These four principals cooperate with one another and speed up the development of science and technology industry with local characteristics.The fourth part is setting up a model to prove how the Endogenous Four Principals Pattern works. Given the suppositions, I try to figure out the equilibrium among all parties'interests in order to find out the best path to develop science and technology industry.The final part gives some advice on raising science and technology industry. For example, local government should announce some policies and guide the medium to strengthen the interest of the folk society to invest in this industry. University should carry out measures to encourage the students and teachers to make science and technology innovations, and set up their own business. The whole society should embrace the spirit of risk and the tolerance of failure.In short, base on the previous analysis, I think that the Endogenous Four Principals Pattern is a pattern which is fit for the development of China's science and technology industry in the light of the present circumstance. It is this pattern that can help local government to raise the science and technology industry and speed up the growth of the economy.
