| Nowadays a new round of scientific and technological revolution and industrial transformation is proceeding faster worldwide.Innovative development is becoming an international trend in the context of global competition.Many countries are competing to update innovative development strategies to promote sustained regional economic growth through continuous improvement of innovation policy making.Against this background,the Chinese government put forward the strategy of innovation-driven development,which aims to integrally enhance regional innovation capacity and competitiveness,depending on economic restructuring and transformation of the pattern of economic development.When deploying this strategy,the effectiveness of regional innovation policy making process needs to pay special attention.For regional innovative development,effective regional innovation policy making of high quality could help reduce the risks of innovation policy failure,accelerate the development of regional innovation and entrepreneurship and build regional innovation advantage.Making effective regional innovation policies is an inevitable choice of implementing innovation-driven development strategy comprehensively in China.Based on theories of public policy analysis and regional innovation system,the theory of regional innovation policy effectiveness analysis has been constructed by means of organizing,summarizing and abstracting the literature of innovation policy research and combining with regional innovation practice.Focusing on key processes of regional innovation policy making,a basic analytical framework of effectiveness of regional innovation policy making process has been raised,including regional innovation policy network constructing,regional innovation policy problems reviewing,regional innovation policy content tailoring,supply-side regional innovation policy design and regional innovation policy implementation ensurance.Constructing regional innovation policy network could improve the scientificity,rationalization,feasibility and acceptability of innovation policies,which is critical to effective regional innovation policy making.The selection of regional innovation policy network includes selection,introduction and stimulation of policy actors,condensation and cultivation of common values,clarification and adjustment of organizational rules and proper resolution of conflicts of policy interests.Regional innovation policy network is supposed to comprehensively include policy community,professional network,intergovernmental network,producer network and issue network.A well-structured regional innovation policy network means high density of network,equilibrium of network centrality,restriction of power of cohesive subgroups and high cooperativeness of network.Effectively reviewing regional innovation policy problems is the logic premise of making an effective regional innovation policy.Sensing and analyzing of regional innovation policy situations include accurately sensing of policy situations,high efficiency on problem searching and scientific analysis of problem situations.Cognizing and defining of regional innovation policy problems require establishment of concept of problem system,creative assumption synthesis and reasonable definition of nature of problem.The illumination and refining of regional innovation policy problems emphasize specification of interest demands and the trade-off and choosing of policy goals.Regional innovation policy problems should be classified into four categories,respectively major problems,secondary problems and minor problems.Elaborately tailored regional innovation policies would focus on regional innovation advantages,adapt to regional innovation capacity,solve regional innovation problems and consider boundary constraints of regional innovation,to further unleash regional innovation potential and increase the effectiveness of innovation policy making.Focusing on regional innovation advantages means regional innovation policies should fully exploit advantaged regional innovation resources,stimulate innovations in domains of comparative advantage and reinforce regional agglomerate advantage.A regional innovation policy should tailor its contents to regional innovation capacity based on comprehensive evaluation of regional innovation capacity.Regional innovation policies should also concentrate on breaking specific regional innovation barriers such as organizational thinness,lock-in and fragmentation,as well as give consideration to boundary constraints,adapting policy contents to changeable regional technology and industrial structure environment.Continuous input of regional innovation resources of high quality is an important method of improving expected policy effect of regional innovation policies.Effective input and allocation of regional innovation financial capital require accurate allocation of financial capital,reasonable capital structure and stable financial capital input.Effective development and input of regional innovation human capital include cultivation of high-quality regional innovative talents,optimization of human capital structure and sustainable input of innovative talents.The planning and upgrade of regional innovation infrastructure include building regional innovation support system and strengthening public innovation service support system.Well innovation institutions and mechanisms are strong support to regional innovation policy implementation.Regulation of the behavior of regional innovation stakeholders and protection of their rights require government set environmental and health standards,regulate monopoly activities,strengthen intellectual property protection and promote the innovation credit institution.The internal integration and interactive learning mechanisms of regional innovation community include positive cooperation mechanisms and well interactive learning mechanisms.Financial market improvement and innovation output incentives include property right incentive,knowledge spillover compensation,financial incentive,income distribution according to technology elements and equity and stock option incentives.Government should also keep innovation institutions forward and sensitive to updating technologies. |
