The characteristics of the 21st century can be seen in the rapid development of the new revolutionizing technologies and economy. This coincide with the trend of globalization. The task to explore the effective formations of business organizations has become urgent in the field of management in the world. The core of such study and their common concern in the world is how to help business organizations adapt themselves to the internal and external situations that accelerate to change and sharpen their competitive edge to prolong the organizations. As the result comes the completely new organization theory, to create a learning organization, which combines the flexible management with the cultural conception. This theory is supposed to create new knowledge, new conceptions, and new thoughts. Learning organizations can be established in various forms. For the difference between China and the West in culture, history, economy and society, it is significant to study whether this theory, born in the West, can be practiced in China's businesses characteristic of Chinese traditional culture and what is the key to create learning organizations in China, if possible.On the basis of the analysis of the domestic and foreign theoretical documents on organizations, this thesis conducts a study on the conditions and the motives to create learning organizations. The key issue for Chinese entrepreneurs is found in the course of the study. It should be stressed that leaders' sense of duties and their attitudes toward risks are decisive for the cause. They should be ideologically prepared for the time and efforts to take and the difficulties to encounter in the course to succeed in creating learning organizations. Hand-in-hand teamwork and persevering co-operation can help get through the hardest time.
