Performance management is an important content of human resource management. It can help enterprise to use resources, nurture the core competitiveness, and it's important way to get competition advantage. However, performance appraisal of many enterprises is not ideal, unable to play its role and sometimes generate negative effect. How to effectively enact performance management is always the critical and difficult problem in the enterprise management.This thesis analyzes the value of performance management on enterprise development and its confronting difficulties .And research how to establish the performance management with a Harmonious way. On the base of the case study of Bona Resource familiar to the author we can provide some new results. Except the preface, the paper consists of three chapters.Chapter two starts from the definition of performance management and clarifies the status and role of performance management in the human resource management system. On the basis of orderly arrangement of relevant theories, the paper draws the following induction concerning the method of performance appraisal: performance appraisal method dominated by work achievement, performance appraisal method dominated by work behavior and performance appraisal method dominated by individuality, and carries out corresponding analysis and comparison. At last, review the three important theory: Management By Object(MBO), Key Performance Indicator(KPI),Balanced Score Card (BSC), and explained the relationship between the three theory and Performance manangment.Chapter three analyzes present situation of performance appraisal of Bona Resources and finds out the existing problems. First, it presents the introduction of Bona Resource including, operational situation, personnel constituent and conditions of human resource management system. Second, it conducts analysis on environment of performance Appraisal system of Bona Resources and puts forward fundamental requirements for effective operation of performance Appraisal system: clear enterprise strategic goal, learning-featuring corporative culture, support of other links of human resource management system, attention of the decision-making level and cooperation of staff.It spots the existing problems by analyzing present situation of performance appraisal of Bona Resource: dislocation between performance appraisal and enterprise strategic goal, imperfection of performance appraisal system and lack of performance appraisal management instrument.In chapter four, the thesis takes advantage of management instruments like Balanced Score Card (BSC) and Key Performance Indicator (KPI) to design performance Appraisal scheme based on the Management By Object(MBO). In the whole process of design, goal decomposition is launched with use of BSC, KPI is set up according to goals and work opportunities at all levels, performance appraisal chart is established in accordance with the principles of appropriateness, institution, fairness and objectiveness, involvement and feedback, integration of outcome and process, and performance appraisal is implemented effectively and rapidly through intranet. Besides, the paper analyzes possible problems arising in the implementation of performance Appraisal and comes up with the corresponding upgrading solutions.Due to limited level of the author, shortcomings are unavoidable in the paper, especially failure of practical verification of the designed performance Appraisal scheme. Any criticism and correction will be greatly appreciated.
