After joint-stock system transformation, the state-owned banks have yet not established vertical and flat organization construction according to the service unit. The organization construction levels are many. The state-owned banks adapt the keen market competition with difficulty day by day, faced with the reform challenge of management system and management mechanism. The service unit system is one kind of mature organization construction which the present west commercial banks generally use, will be inevitably the choice of the state-owned bank organization construction. In the advancement of service unit system reform, the reconstruction of the performance evaluation system is an core content of organizing the construction reform. It is also important constituent of the management system and the mechanism. How to reconstruct the performance evaluation system in the organization construction, is a question which the state-owned bank reforming are compelled to face.Through analyzing the measures of the west commercial bank in organization construction and the performance evaluation system, and through introducing the performance evaluation system of the American bank retail sales service unit with emphasis, this paper obtain many inspires. The oversea banks mostly implement the vertical and horizontal relationship union which is a matrix type organization construction. They implement vertical management on crosswise which is highly fiat on longitudinal in the service unit. They implement two levels of management and one level of prosecution flat system. The general headquarters directly faces the most basic marketing unit, enormously reducing the middle management level, which has manifested the centralism unification management idea.By thoroughly analyzing the stern management environment that state-owned commercial bank are faced day by day, from two angles of the corporate business unit and the retail sales service unit, revolving the content of organization construction, post establishment, performance evaluation, salary assignment and so on, this paper has carried on the thorough analysis to the present situation and the existence question of performance evaluation system in the present state-owned banks, This paper pointed out that present pattern of corporate business management which main characteristics is dispersive and lower, adapt the management request with difficulty which need higher service to customer and higher risk management level ,in the condition that the degree of company customer concentration is high. The corporate business centralism is imperative. The retail sales service has questions that the function localization of sale branches is not clear, the post establishment is unreasonable, the product sale ability is not strong, the service level is not high, the resources disposition efficiency is low and so on, realizes the centralism unification management with difficulty.How to impel management organizational reform that takes the service unit system reform as the goal is a huge item and complex system engineering. This paper has carried on the discussion on this. This paper has Proposed an idea that takes reconstruction of the evaluation system as an cut into the spot, first realizes the corporate business centralism management and the service unit system performance evaluation in the second level of branches, gradually moves up the evaluation level, then realizes a level of branches- posts which is two levels of evaluation skeleton, finally realizes the service unit system management. According to the service unit , the reform should establish organization construction ,which management should face the market simply and make achievements by actuation, responsibility is clear, departments are separate and restrictive each other, risk and control are strengthened, simplifies and efficiency is high. This paper also has carried on the idea to post establishment, performance evaluation, choice of performance evaluation aspects ,performance evaluation of the corporate business unit and the retail sales service unit organization construction, which has carried on the real diagnosis analysis by an actual case, to truly realize an entire good system which is integrative and benefit is uniform.The innovation of this paper lays in the idea that promotes unit system reform by performance evaluation system reconstruction. This paper has positive model and practical significance to the organization construction reform and performance evaluation system reconstruction that take the service unit system reform as the orientation and puzzle the state-owned banks.
