This study is, through the research of the relationships between the Social Economical Development and Nature Resources around the Baishui River Nature Reserve, particularly analyzing the relationships between the economical development and provided nature resource of the poor area of the Reserve, and the impact generated from the Nature Resource Utilization methods against its protection, and further providing strategy and the proposals for the sustainable utilization, Reserve administration, and economic development promotion towards the Nature Resources of the Reserve and the surrounding areas.This article, through large amount of interviews, investigation and collection of second-hand materials, by adopting the analyzing method of combining quantitative and qualitative, and by analyzing the relationships between regional economy level and Nature Resource Utilization, and comparing the statistical results and farmer's views during the interviews, comes to the following conclusions:> In the overall poor region, different types of areas rely on nature resources differently, and the areas with better economy rely on the nature resources more.> Poverty accelerates the excessive utilization of the nature resources and environment and damage, but sustainable development is the best way to relieve the poverty and difficult situation of nature resource protection.> Resource shortage is the main cause for the contradiction between the protection and development of the resources, and also is an important condition to relieve the poverty of the surrounding areas of the Reserve.> Must choose the method of the nature resource utilization that can provide consideration to both goals of development and protection.
