Resource Utilization And Financing Strategies For Sustainable Development Of Indemnificatory Housing

Housing is the basic human rights and demands. In recent years, the field of real estate continues to heat up, more and more low-income families are unable to satisfy their accommodation need. Therefore, the government began to promote the construction of indemnificatory housing in order to ensure the housing demands of low-income families. As the example of national construction of indemnificatory housing, it’s particularly appropriate to choose Xiamen as the research object and explore the sustainability development strategies of indemnification housing.This study is focused on resource utilization and financing of the indemnification housing in Xiamen, specifically including the rational use of the houses and the related land resources, the sharing of the community facilities and the urban infrastructure, and the multiple financing with the full use of all the related resources. Via extensive reading, survey, site visits, we understand the current situation construction of the indemnification housing in Xiamen and analyze the factors affecting the resource utilization and financing of the indemnification housing in Xiamen. Combined with the recommended practices and experiences in Xiamen, the article puts forward the resource utilization and financing strategies for sustainable development of indemnificatory housing, including improving legislation, formulating preferential tax policies to attract the participation of enterprises, establishing incentives, promoting green energy technologies, making full use of the housing accumulation fund, comprehensive development, improving information system construction of the indemnification housing, rational use of land resources, improving the utilization of community resources and establishing cycle mechanisms for the supply of indemnification housing, in order to satisfy the housing demand of low-income families and achieve the sustainable development of indemnification housing with maintaining and enhancing the prosperity and efficiency of the housing market.
