| With the further promotion of urbanization level and enlargement of urbanized area in Zhejiang province, large amounts of land for non-urban construction use has been transformed to urban constructive land. Since the farmland resource today is in short supply and strictly protected, it, under land resource constraints, has become an important choice to make use of the mountains and hills for urban construction. However, the characteristics of mountains and hills such as high ecological sensitivity have decided the limitation in making use of them. It is crucial to introduce the evaluation system of land constructability in order to define factors restraining the use of mountains and hills. The existing evaluation of land constructability is generally "case-based", which is without legal effect and emphasizes much on application but little on research. Therefore, this thesis proposes to establish an evaluation system of land constructability, which combines nomothetic approach and case-based approach, and further probes into its application. It provides the technical foundation and a necessary basis for the demarcation of subareas based on the constructability of the mountainous and hilly towns, and the compilation of the guidelines for area administration as well in Zhejiang province.The thesis first conducts a literature review on the related fields of land evaluation both at home and abroad. It mainly analyzes and studies the cases of the current land constructability in Zhejiang province, presents a meta-analysis of the evaluation factors and methods in those cases, and also summarizes their problems and limitations. According to the present situation of research and application, this thesis starts fromthe four perspectives land constructability, namely, policy, economy, society and ecology, and then selects influencing factors and constructs evaluation indices. Totally 14 partial factors and 19 evaluation indices are involved to establish the evaluation system of land constructability. These 19 evaluation indices are classified into required factors and optional factors. Corresponding explanations and suggestions concerning the policy have been compiled to strengthen the practicability of the evaluation system and ensure the legal effect. To further verify the rationality and science of the evaluation system and find out its limitation, the thesis takes the northwestern mountainous and hilly towns in Hangzhou for example, chooses evaluation indices, defines weight distribution, assigns values to the indices, constructs the evaluation system, evaluates the land constructability and defines four subareas for the northwestern mountainous and hilly towns in Hangzhou depending on the constructability, which refer to prohibition area, regulation area, constructable area and build-up area. The comparison between evaluation results and reality indicates that the spatial distribution of those areas and their regional characteristics basically meet the demands of town construction, which is in terms of policy, economy, society and ecology. So it is also a demonstration that this evaluation system is scientific and practical. Finally, the thesis summarizes the limitations of the research and puts forward some suggestions for further research, which helps improve and perfect this evaluation system of land constructability. |
