Analysis About The Influence That The Present Situation Of Rural Human Capital Investment On Agriculture Surplus Labor Force Transfer

At present stage, it is especially significant to accelerate transferring surplus rural labor for realization of our country's industrialization, urbanization, agricultural modernization and all-round well-off. However, the migration of surplus rural labor is very slow, most of them is in two-dwelling but not migrated transferring .This is undoubtedly result from many factors, but low quality of surplus rural labor is an important piece of constraint. So, this paper research the transferring of surplus rural labor from the perspective of human capital investment.Major content of this paper is divided four parts: the first part is the theoretical base of the paper. In this chapter, we summarize previous studying of domestic and overseas research; The second part analyses major problems of human capital investment from four angles: the amount of investment, the structure of investment, the rationalization of education burden and the investment difference among regions. This part also researchs the influence of human capital investment to transferring. Then a positive mechanism between human capital investment and transferring is built. This mechanism can offer train of thought for solving problems of human capital investment. The third part founds a model which is used to research the relationship between human capital investment and transferring, and explore the method of smooth transferring. By processing relevant data, we proves that human capital investment has an notable effect on transferring. According to above analyses we make some suggestions from three aspects in the fourth part: (1) the amount and rational usage of investment; (2)reform of rural education and actual need of today's society; (3)supplementary measures to rural human capital investment.
