The Study On Henan Province Taking Industrial Transfer

Industrial transfer is a phenomenon that the enterprises in developed areas transfer some industries to developing areas by direct investment according to comparative advantages. As a way of productivity territorial transfer, industrial transfer not only is the demand of developed region expediting itself economic development, but also is powerful outside force to developing region's development. In the 1980's, southeast China went ahead in introducing foreign capitals by the advantage of its location along the coast as well as its special opening-up policy. Industries transferred from developed countries or areas greatly promoted southeast China's economic development. With the development of economy, production costs including water, electricity, land and labor begins to increase in the southeast China area. At the same time, industrial structure in these areas is facing restructuring and upgrading. Thus southeast China area in high economic grade needs to transfer some industries that no longer own comparative advantages to other low economic grade areas.Currently, it's at the time when China is facing the fourth round international industrial transfer tide, industries along the coast is transferring to Middle China and Western China areas, and central government made an important decision that Middle China should rise, what actions Henan province should take to take industrial transfer from developed areas, optimize industrial structure, and quicken itself economic development, becomes a urgent question need to solve and serious challenge for Henan in new era.This paper focus on Henan province, on the basis of scholar's research on industrial transfer, analyzes Henan's economic development situation and its strength and weakness, and tries to find out industrial transfer's inner meaning, features, mechanism and effect, then offers some countermeasures to take developed region's industrial transfer.
