Research On Sustainable Character Evaluation Of WB EMC Loan Guaranty Projects

In order to improve the effectiveness in the using of energy sources, reduce the emission of the gas in the green houses, protect the international environment and local environment, advance the changes in the institutions of saving energy in our country, Chinese government implement The WB/GEF Energy Saving of China Project with The World Bank and Global Environment Facility. The second phase of this project includes The WB Loan Guaranty Project, which helps Chinese new EMC companies get the internal credits, in order to get considerable, stable and sustained development, and accelerate the progress in saving energy in China.It has been a year since the implementation of The WB EMC Loan Guaranty Project, in order to give references for the later projects, there are so many things needed to be appraised and researched on, such as the effect and progress in the first phase of assurance plan, the detailed information about the project, the success and failure in project appraisal and monitoring, the operation mechanism and the influences of the implementation of this project to the application and extending of EMC.This article bases on The WB EMC Loan Guaranty Project. First it introduces the background and progress of the project based on the Post Project Evaluation and Sustainable Character Evaluation Theory. Then it researches on building post evaluation system, a sustainable character evaluation index system of this project is built. Finally, based on the practical information of this project, it appraises the sustainability of this project by Fuzzy Comprehensive Evaluation Method.EMC is at the beginning of development, and it is the first time for The WB to implement Energy Saving project by credit assurance, while there are few researches on the sustained appraisal of projects. In this situation, based on the good understanding of the practical information of this project, in according to the Post Project Evaluation and Sustainable Character Evaluation Theory, this article builds a sustained evaluation index system for the WB EMC Loan Guaranty Project and uses it to appraise this project, the appraisal results are important in the implement of later projects and give many references to the application and extending of this operation mechanism to other countries.
