Study On Standard Management Of Government In Vehicle Maintenance Industry

Vehicle maintenance industry is one of the most important parts of transportation industry, and supplys technical undertaking for it. Vehicle maintenance industry is developing along the regular road since 1986 when is administrated by traffic department. But we must realize there are deficiencies. Compared with developed countries vehicle maintenance industry still has a long way to go in China. How to take economic, legal and political guidance to strengthen macro control and supervising vehicle maintenance industry in order to make it develop in the standard direction is the important problem toFirstly, this paper illuminates characters and functions of vehicle maintenance industry and reviews its history. At the same time, it analyses the situation and problems of vehicle maintenance industry in China from five aspects: technology and qualities of service, operation situation, industry scale, market mechanism and management system. In the third part, it introduces overseas situation and management system of vehicle maintenance industry, including American, Japanese and Russia and also introduces four operation modes in America. It expatiate management system American and Germany and occupation qualification management of vehicle maintenance in Japan. At last it analyzes the developing tendency for the overseas vehicle maintenance industry. In the fourth section it illustrates government public function and necessity and analyzes the necessity of intensifying management in vehicle maintenance market by the game theory. In the fifth section this paper sums up the vehicle maintenance industry's characteristic in China and analyzes the opportunities and challenges confronted by us after entrance to WTO and dope out the trend of vehicle maintenance industry in China. It draws conclusions that it must be from perfecting management mechanism, building effective market mechanism, strengthening quality supervision and supporting business associations to strengthen vehicle maintenance industry's standard management according to the overseas experience.
