Project Management Maturity Model (PM3) is one of the research hotspots in the field of project management, but the research on PM3 based on construction is still in bud. By researching the Project Management Maturity of the owners, we can find out the weakness of their project management and plan improvement in order to promote the level of that. This is significant for improving the competitive advantage of the owners even the whole building industry of our country.Studies on Owner Project Management Maturity Model are provided in this dissertation. According to current theories about owner project management and the results of other researches on PM3 both in domestic and outside, considering the characteristics of construction and the status quo of the owners in our country, the Owner Project Management Maturity Model-Conceptual is founded and the evaluation system is introduced based on the conceptual model.To begin with, with theoretical study, a literature review and contrast is given to the research and application regarding PM3. It discovers that those models are not suitable to applying in the owners in our country.Secondly, with the combinations of theoretical study and empirical study, the common laws of PM3 are summarized and the factors working on the project management maturity of the owners are analyzed, so the conceptual model is founded.At last, based on the contrast of evaluation methods about project management maturity both in domestic and outside, according to the above conceptual model, both a qualitative and a quantitative evaluation method are founded. And a case is given to test the feasibility of the conceptual model and the evaluation methods produced in this dissertation.
